The incumbent serves as a key member of Employment and Training Administration's executive staff as an expert in the areas of organizational and human resources planning, administrative operations, communications and information technology, and grants management.
The incumbent serves as a principal advisor to the Assistant Secretary of the Employment and Training Administration (ETA), and the Deputy Assistant Secretaries regarding assigned program areas. He/She serves as the principal management advisor for all matters pertaining to the solicitation, paneling, awards, monitoring and closeout of all ETA grants; and represents ETA in Departmental, multi-agency, and government wide initiatives and activities regarding policy, operations, and management of ETA.
Candidates must have a broad background in the development, operation, management, administration, and direction of comprehensive educational or training programs, or comparable work which demonstrates the abilities of the candidate to perform the duties of this position. Candidates have management experience or demonstrate managerial capacity at a major management level.

1. Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
2. Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. 5. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, and the sensitivity of the issues you handled, etc. APPLICANTS SHOULD LIMIT THEIR RESPONSES TO ONE (1) SINGLE SPACED PAGE PER EACH MTQ WITH THE FONT SIZE NO SMALLER THAN POINT 12. 1. Knowledge of and demonstrated experience leading the administrative functions and business operations of a multi-mission organization, including IT and two of the following areas: grants management, human resources, correspondence management, or property management.
2. Demonstrated experience advising agency executives on organizational initiatives and administrative activities to include policy, agency operations, and management of resources.
3. Demonstrated experience that includes organizational performance goal setting, proactive staff development, and creative problem solving.
