WHAT IS THE PRIVACY, GOVERNMENTAL LIAISON & DISCLOSURE (PGLD) DIVISION? PGLD is responsible for safeguarding and protecting sensitive taxpayer and employee information while promoting government transparency and accountability through better access to government information. This position is in Governmental Liaison, Disclosure, and Safeguard (GLDS) section of PGLD whose mission is to provide timely public access to IRS records in accordance with applicable disclosure laws; strengthen America’s tax system by partnering with federal, state and local governmental agencies; and ensure IRS employees and external partners protect confidential tax and privacy information.
WHAT DOES A MANAGEMENT PROGRAM ANALYST DO? As a Project/Program Manager you will be responsible for accomplishing various analytical studies and/or projects relating to substantive, mission-oriented programs of the Internal Revenue Service. The studies or projects involve complex programs, systems, or issues and have impact on multiple IRS locations and/or organizations. In this role you will coordinate the impact of the project with employees and managers in all affected areas within the Service and with individuals and organizations outside the Service. Specifically, you will use your analytical and technical skills to conduct in-depth analyses of project data, requirements, and impact and you will identify problem areas and determine how to resolve them.

GS-14 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience,for this position includes: experience, accomplishment, and the ability to lead major project assignments that required a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to accomplish complex projects or studies broad in scope and magnitude.
You must also demonstrate a comprehensive understanding and through experience and application, of a range of laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study; understanding of management principles and processes to perform project management duties and to effectively coordinate and integrate project objectives and recommendations with key line and/or staff functions of the Service; the ability to communicate effectively both orally and in writing.
Experience applying digital identity guidelines found in National Institute of Standards and Technology (NIST) SP-800-63-2 (and 3) and levels of authentication found in Office of Management and Budget (OMB) M-04-04; understanding of identity and access management principles and related risks and effective mitigation practices. Experience designing an analysis approach (e.g., cost/benefit/risk), and performing advanced data analytics using standard industry tools and approaches; experience with budgeting methods and techniques, investment cycle and procurement processes to prepare analyses and estimates of resource needs. Experience using project management tools and techniques to lead and track requirements which impactstakeholders, Information Technology release cycles, and capability planning. Experience using team management tools/controls (e.g., SharePoint), decision tracking and reporting.
- The experience may have been gained in the public sector, private sector or VolunteerService. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
