WHAT DOES A CLERK DO? There are many types of clerks located throughout the organization. Most of these clerks are involved in the processing, distributing, and managing of incoming and outgoing correspondence. The Mail and File Clerk, for example, performs a critical role in processing both incoming and outgoing mail. In fact, the Mail and File clerks process more than a million pieces of correspondence, including tax returns, each year. On the other hand, the General Clerk, whom experiences similar volumes, is responsible for processing, distributing and managing the correspondences, incoming and outgoing documents and files, once it is ready to be worked within the Business Division. All clerks perform critical roles in the Services ability to serve million of taxpayers each year.

As a MAIL & FILE CLERK you will:

  • Receive, open, sort, and distribute both incoming and outgoing mail; route mail to various points within and outside the organization. Ensure all mail contains sufficient information for proper delivery. Maintain logs for mail accountability purposes.
  • Screen documents, forms, and letters addressed or routed to various offices; research correspondence not addressed to specific functional areas. Screen material initially identified as "unable to route" to determine information requested and based on thorough knowledge of organization and functions of various offices, determine proper office which the material should be sent. Identify forms or documents requiring special priority handling and treat them accordingly.
  • Receive and process incoming and outgoing registered and certified mail, and express mail shipments. Maintain appropriate records and/or logs for tracking and reconciliation purposes.
  • Review and process outgoing mail through the mail-metering system; obtain and provides mail count data to appropriate person.

Work requires some physical exertion such as long periods of standing; occasional bending and/or reaching, carrying of moderately heavy items, lifting, or stooping to handle mail and/or to search for materials in files.

Qualifications

You must meet the following requirements by the closing date of this announcement.  

GS-04 LEVEL: You must have one (1) year of general experience at the level of difficulty and responsibility equivalent to GS-03 grade level in the Federal service.  The experience could have been progressively responsible clerical, office, or other work that indicates ability to acquire the particular competencies needed to perform the duties of the position to be filled. This may be paid or non-paid experience OR; Two (2) years of education above the high school level (education may have been obtained in an accredited junior college, college, university, business, secretarial or technical school).

A combination of education and experience equivalent to that described above. OR You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

-The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-timework; part-timework is considered on a prorated basis.

CONDITIONS OF EMPLOYMENT:

  • This is a Bargaining unit position.
  • Eligible for Health Insurance
  • Tour of Duty: Monday - Friday 6:30 a.m. - 3:00 p.m. with Flexitour
  • Length of season is from 3 to 5 months
  • Delayed Effective Date January/2019
  • Anticipated First Hire (EOD) date 01/14/2019

  • The employment of any candidate, including a current employee or a new hire, selected for this position may be conditional upon classification and/or audit of federal tax returns. This audit may include up to 2 years of returns.
