The incumbent serves as the Executive Director, Office of Acquisition and Logistics in the Office of Acquisition and Logistics, Construction. Duties include but are not limited to the following:
-The incumbent serves as the Executive Director (ED) for Acquisition and Logistics, the Senior Procurement Executive and Suspension and Department Official for the Department of Veterans Affairs (VA).
-The incumbent is the primary advisor to the Chief Acquisition Officer (CAO) and the SECVA on all matters related to acquisition and logistics, and assists the CAO in the planning and execution of enterprise business strategies and acquisition management.
-The incumbent manages the Department's Acquisition and Logistics policy development and oversight functions and assists the Principal Executive Director and operational organizations in the planning and execution of enterprise business strategies and acquisition management functions.
-The incumbent is responsible for management of two revolving funds,the Supply Fund and the Franchise fund. The Supply Fund supports acquisition staff, acquisition training, and acquisition related projects. The Franchise Fund has multiple business lines and supports consolidating business functions across the Department.
-The incumbent is also responsible for establishing and managing all acquisition workforce development policies and programs; overseeing the operation of enterprise acquisition management information systems; ensuring timely and accurate acquisition reporting to both internal and external stakeholders; overseeing acquisition management functions, and operating a variety of risk management, quality assurance, and compliance programs to ensure proper stewardship of Department resources.
-The incumbent directs the strategic planning, operational improvement, and integrated performance management functions for the organization. The incumbent develops and maintains reporting mechanisms for critical operational and transformational metrics, and reviews performance outcomes to identify potential systemic problems and/or continuous improvement opportunities.
Acquisition Certification: Applicants who possess or are eligible for Level III certification by the Federal Acquisition Institute (Federal Acquisition Certification-Contracting (FAC-C)) or Department of Defense Acquisition Workforce (Defense Acquisition Workforce Improvement Act (DAWIA) Certification in Contracting); Or applicants who currently possess or are eligible for Level II FAC-C standards within eighteen months from the date of appointment to this position will also be considered.
