  • As a GP-0602-15 Chief of the Department of Laboratory Medicine, your duties may include but are not limited to the following:
  • Setting the strategic direction for the Department of Laboratory Medicine and determining the necessary goals, objectives and initiatives to achieve the strategic direction and overseeing the development of the plans to implement these
  • Assessing, developing, implementing, and managing the Department of Laboratory Medicine?s programs and services which are consistent with organizational goals, priorities and practices
  • Managing significant resources allocated to the Dept. of Laboratory Medicine: identifying and justifying needs for additional resources or redeploying resources in new ways to meet the needs of the Department and the mission and objectives of the CC
  • Providing medical services within a research setting and governed by protocol requirements
  • Conducting independent research and serving as a primary investigator for research projects of broad and complex scope and/or that require unconventional or novel approaches or complex research techniques
  • Authoring and co-authoring scientific papers for publication in recognized journals and presenting research data in group settings or at meetings or seminars
  • Supporting investigators and clinicians by orchestrating and coordinating complex critical care services; and collaborating with NIH Institutes in the conduct of research
  • Keeping well-informed of current research, new methods, and technological advances, overseeing their timely incorporation to ensure state-of-the-art medical services; and disseminating relevant information to Department members and the CC and NIH.

Qualifications

EDUCATION REQUIREMENT:
Degree:
Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

OR

Degree from Foreign Medical School:
A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.

AND

LICENSURE REQUIREMENT:
For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

AND

GRADUATE TRAINING:
Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.
An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME).
A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association (external link), (AMA) or Accreditation Council for Graduate Medical Education (ACGME) .
A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.In addition to the basic requirements listed above, you must also meet the ADDITIONAL QUALIFICATIONS:
5 years of graduate training in Internal Medicine or equivalent experience and training.

ADDITIONAL REQUIREMENTS:
In addition to meeting the basic requirements, the following amount of specialized experience is required to qualify for positions at GP-0602-15. You must demonstrate in your resume at least one year of qualifying experience equivalent to at least the GP-0602-14 level in the Federal Government obtained in either the private or public sector, performing the following types of tasks: Providing medical services within a research setting governed by protocol requirements; Authoring scientific papers for publication in recognized journals and presenting research data; Consulting with clinical care/research physicians to devise cost effective diagnostic and therapeutic approaches; Developing, evaluating, and adjusting organizational structures and management systems for the work managed

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • This position is designated as an 'emergency' position and the selected candidate will be considered an 'emergency' employee and will
    be required to be available, ready, willing, and able to report for duty under all circumstances, e.g., inclement weather, government
    closings and holidays, lapse in appropriations, non-emergency and emergency situations for operation 24 hours a day and 365 days per
    year coverage.
  • A newly appointed or reappointed employee may receive service credit for prior work experience or active duty uniformed service that
    otherwise would not be creditable for the purpose of determining his or her annual leave accrual rate. All creditable service must be
    directly related to the duties of the position being filled and decisions to allow for such credit must be finalized prior to the selectee's
    entrance on duty. The use of this service credit incentive is at the discretion of the selecting official and service credit is granted only for
    a position deemed hard-to-fill.
  • This position has supervisory/managerial responsibilities. A one-year supervisory/managerial probationary period is required upon
    selection/placement. This may be waived if you have successfully completed the supervisory/managerial probationary period.
  • Title 38 pay is included in the salary of this position and is based on the physician's experience and field of expertise.

This position serves as the Chief of the Department of Laboratory Medicine and is a recognized medical expert with responsibility for the leadership, management, and staff supervision of the Department, and ensures the coordination and collaboration of the Department's programs within the CC and with NIH Institutes.
