NASA's Recent Graduates program provides an opportunity for individuals to gain experience in Federal civil service positions at the beginning of their careers. Participants are placed in a dynamic, one-year career development program which may include specialized training, formal rotational assignments, and other developmental activities. Participants who successfully complete the program may be converted to term or permanent positions.
Recent Graduates will enter a formal training program, be provided a mentor, and execute an Individual Development Plan outlining training requirements and program expectations.
This position serves as a trainee in the Office of Procurement. This is a developmental position with assignments/training directed toward providing the capability of eventually performing the full scope of contract specialist duties. Works under a close supervision of a Senior Contract Specialist who oversees on-the-job training, furnishes advice and is available for consultation.

Serves as a Contract Specialist trainee performing all aspects of contracting transactions from initiation to recommendation of award. Work involves performing and developing professional work involving the procurement of supplies, services, construction, or research and development using formal advertising or negotiating procedures; developing policies and procedures; evaluating contract price proposals; and administration, termination, and/or close out of contracts.
Specifically:
-Administers assigned contracts and/or orders through voucher processing, property administration, subcontract administration, and audit resolution.
-Participates in the close-out of completed contracts; verifies the contract file to ensure that all terms of the contract are met; and prepares the contract file for retirement.
-Monitors the administration of the contract until final delivery and payments are complete.
-Provides support to the technical manager by assisting with analysis necessary to accurately and completely maintain awareness of project or program performance.
-Utilizes common contract methods and types with well-defined and well-precedented contract actions; interprets contract provisions and methodologies to Agency contractors ensuring that procedures are in compliance with Agency objectives and regulations.
-Performs the full cycle of procurement procedures necessary to transfer the work requirements from the requesting office into an executed contract.
At the GS-9 grade level, you will perform assignments of a limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12.
Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
You may be required to perform rotational assignments in various organizations.
You must meet qualifications requirements by the closing date of this announcement.
Applicants must meet the basic education requirements for the GS-1102 series:
a. 4-year course of study leading to a bachelor's degree with a major in any field,
OR
b. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization and management.
Graduate Education. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, economics, finance, law, contracts, public administration, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Federal Acquisition Certification-Contracting (FAC-C) Level I or Department of Defense Acquisition Workforce Improvement Act (DAWIA) certification Level I certification is preferred, but not required.
A Master's degree is fully qualifying for this position.
