The Architect of the Capitol (AOC) is seeking to fill two developmental engineering positions in the Office of the Chief Operating Officer, Facility Manager, Supreme Court Buildings and Grounds. The AOC has responsibility to the Judicial Branch for structural and mechanical care of the Supreme Court Building and Grounds, to ensure the safety of the Justices, Court personnel and visitors and to make improvements to the existing facility and grounds. The AOC also has statutory responsibility for structural and mechanical care of the Thurgood Marshall Federal Judiciary Building (TMFJB), ensuring safety and security of the Administrative Office of the United States Courts (AOUSC), their personnel and visitors and to maintain and make necessary improvements to the facility and grounds.
One position will have a Facility Management focus and the other a Construction Management focus. Both positions are career-ladder appointments starting at the GS-7 and with non-competitive promotion potential to the GS-9 and GS-11. The incumbents can be promoted to the GS-9 after one year of satisfactory work performance and to the GS-11 after another year of satisfactory work performance. The incumbents serve as advanced trainees performing a variety of developmental assignments designed to progressively develop the experience required to assume larger responsibilities in assisting the Supreme Court Building and Grounds Facility Manager, Deputy Facility Manager and Assistant Facility Manager for construction of the Supreme Court of the United States (SCUS) and the TMFJB.
General Engineer (Facility Management):
Major Duties:
Assists with the operation and maintenance of the buildings, its utilities and grounds; and provides insight in determining potential energy conservation measures for the facility. Coordinates building, utilities and grounds maintenance, repair and construction projects.
Utilizes a knowledge of facility-related operating functions and project/construction management to identify critical issues and determine how they may be resolved to satisfy facility and customer support requirements.
Ensures that project specification data is complete and valid to fulfill requirements of assigned plans and programs. Determines whether any planned components should be modified.
Develops and implements programs to track recurring work such as repetitive service calls. Provides senior engineers’ guidance for building occupant notification of recurring services and maintenance/repair coordination.
This position serves in facilities operations and project management, with an emphasis on capital renewal and capital improvement projects involving existing facilities and infrastructure.
Prepares and updates project schedules for project delivery efforts and implements a project management system to facilitate review, control and reporting of all project matters. Coordinates and schedules with all interested parties.
In a development capacity, serves as Contracting Officer Technical Representative (COTR) to ensure accurate and adequate oversight of contractor performance according to contract requirements.

Assists Project Managers developing and managing the design and construction of multi-million dollar capital renewal and capital improvement construction and renovation projects. Projects may include renovation, rehabilitation and alteration of buildings and infrastructure systems.
Prepares and updates project schedules for project delivery efforts and implements a project management system to facilitate review, control and reporting of all project matters. Coordinates and schedules with all interested parties.
In a developmental capacity, serves as Contracting Officer Technical Representative (COTR) to ensure accurate and adequate oversight of contractor performance according to contract requirements.
In a developmental capacity, assists with submitting information in support of the fiscal year annual report; developing annual budget requests to identify anticipated expenses of operations and maintenance activities.
Observes and monitors construction and maintenance operations to identify unforeseen problems. Recommends design modifications as deemed appropriate to resolve problems resulting from unusual conditions. Coordinates with design consultants, project managers, contractors and Jurisdiction officials to maintain progress toward project completion.
Attends meetings and conferences with representatives of building occupants and with suppliers of services, equipment and materials and reports results to supervisor.
Establishes and maintains effective working relationships with Court personnel, AOUSC, other jurisdictions, agency customers, co-workers, the general public and others who impact program activities.

EDUCATION REQUIRED:
1. Bachelor of Science Degree in professional engineering: To be creditable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: -- statics, dynamics; -- strength of materials (stress-strain relationships); -- fluid mechanics, hydraulics; -- thermodynamics; -- electrical fields and circuits; -- nature and properties of materials (relating particle and aggregate structure to properties); and -- any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

2.Combination of education and experience: College-level education, training, and/or technical experience that furnished: (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (a) current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico; (b) evidence of having successfully passed the Engineer-in-Training (EIT) examination or the written test required for professional registration; (c) successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences that are fully acceptable toward meeting the requirements of a professional engineering curriculum; or (d) successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field.
