Help

As a PROGRAM MANAGEMENT OFFICER, GS-0340-14, your typical work assignments include the following:

  • Serves as a principal advisor to LP and other officials on Presidential Library programs and serves as a visible representative of the National Archives and Records Administration.
  • Assures compliance with federal laws and regulations in Library administration, museum programs, and archival programs.
  • Assists the Director in development of short and long range program goals consistent with LP-JC, LP, and NARA policy. Provides oversight and planning for the Library's archival and museum programs through subordinate supervisors. Ensures that economical and efficient operations directed at meeting Agency and Library goals and serving a wide range of users (scholars, public officials, general public, etc.) are accomplished and maintained.
  • Assists and shares fully in the planning and directing of the programs and activities of the Library, which contains the papers of President Carter, including White House papers for the period of his tenure; the papers of persons such as campaign supporters and administration officials; a library of books, periodicals, and other printed materials; audiovisual materials including motion and still pictures, slides, sound recordings, video recordings, and other such materials; and collections of museum objects and memorabilia related to President Carter and his times.
  • Directs and coordinates the formulation and execution of long-range plans for the expansion and growth of the Library's collections. Helps direct and coordinate the making of studies, evaluations, and determinations concerning the groups of materials that would be significant to the Library's holdings. When called upon, negotiates with prominent persons, or their heirs or attorneys, who have historically valuable personal papers and other materials suitable for inclusion in the Library's holdings and arranges for their donation or for other means of acquiring the materials.
  • Supervises the Museum Curator, Supervisory Archivist, Administrative Officer, Facility Manager, Public Information Officer, and others as assigned.
  • Sets general policy for the operation of the library's museum, including all programs and activities directly related to the general public, the planning and construction of new exhibits, and the maintenance and repair of collections.
  • Oversees the preparation of papers and other materials for public exhibit.
  • Sets general policy for the operation of the archives, including acquisition, preservation, processing, and reference.
  • Oversees the development, justification, and presentation of the LP-JC budget and recommends to the Director any need to reallocate resources or request additional resources. Assists and is accountable for financial management of LP-JC. Recommends actions to improve overall administration, management, and operations of the Library's substantive program operations.
  • Oversees activities with respect to the physical care, maintenance, and security of the building, grounds, and Library and Museum contents, including guarding against loss, theft, and damage to or deterioration of the collections.
  • Develops public information strategy and budget.
  • Plans and supervises special activities sponsored by the Library alone or with other institutions, including professional conferences involving visiting scholars and prominent public officials and student education programs designed to create awareness of history and public issues.
  • Coordinates the Library's programs for issuing historical documentary or web-based materials related to the holdings and programs of the Library. Oversees activities of the Library's information technology team. Ensures that all NARA policies related to publications and web content are met.
  • Maintains close working relations with the Carter Center and other support organizations to secure their advice, counsel, and support in developing the facilities and services of the Library and Museum.
  • Maintains liaison and develops cooperative working relationships with business, academic, and museum communities including lecturing, presentations, and development of programs related to Library holdings. Conducts public relations activities in support of the Library and its programs, including making radio and television appearances, meeting with representatives of the press, preparing articles and statements for publication in professional and popular journals, and responding to inquiries concerning the Library, its collections, and its work.

Qualifications

You may qualify at the GS-14 level, if you fulfill the following qualification requirements:

One year of specialized experience equivalent to the GS-13 grade level of Federal service that demonstrates your ability to provide oversight of archival, library and museum collections and programming through supervision, policy development, demonstrated knowledge and preservation of artifacts, records, manuscripts in multiple formats (e.g., digital, audio, video, film, and print) and work with senior level staff and private/public officials.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
