The Assistant Director for Operations is the overall administrator for operational leadership and direction to the Federal Protective Service's nationwide law enforcement and security programs. Federal Protective Service (FPS) provides security at Federal facilities, mobile patrol and law enforcement response to potential crimes and/or threats against Federal property, employees and visitors; and investigates criminal incidents. Other functions include providing nationwide communications and dispatching services, alarm system monitoring capabilities, administering the contract guard program to control access at Federal facilities, conducting building vulnerability and security risk assessments, and responding to local emergency situations at Federal facilities.

The Assistant Director for Operations organizes and directs national policies and programs involving all aspects of FPS. Including, but not limited to ensuring all policy relating to law enforcement and security operations and projects are efficient and effective; uniformed law enforcement specialists are afforded relevant and timely training; comprehensive standards and guidelines are developed; and all DHS and FPS executive personnel are continually advised on all matters relating to changes in the programs.
The incumbent will lead the coordination between multiple law enforcement jurisdictions, and will serve as the link between the 12 separate FPS Regions and over 100 criminal investigators with a commensurate requirement for effective coordination among all other Federal law enforcement agencies and the judiciary for successful prosecution of crimes.
The incumbent will monitor the progress of investigations through recurring discussions with staff members, including reviewing plans for key aspects of criminal investigations. The incumbent routinely coordinates with the FPS Assistant Directors for Field Operations, as well as the Regional Directors to enhance the viability and response of Criminal Investigators and Law Enforcement Specialists, to reduce the threats within the Federal facilities.
The incumbent will act as a liaison for the Principal Deputy Director on legislative matters affecting FPS Programs. Upon request, speaks for the Principal Deputy Director before Committees of the Congress, as well as Congressional representatives and staff members. As designated, in the absence of the Principal Deputy Director for FPS, acts in the capacity with full authority and responsibility. He/she will make decisions on matters of unusual importance or controversy presented by Headquarters Division Directors, Regional Directors, or other staff members.
The incumbent will periodically make comprehensive evaluations of FPS program goals and objectives and will determine and take corrective action as necessary. He/she will maintain effective relations with all Federal agencies for whom FPS provides services, with concerned public and private interest groups, with Congressional staff and with the general public and media.

Training Requirement: Incumbent must be a graduate of the Federal Law Enforcement Training Center's (FLETC) Uniform Police Training Program (UPTP) or Criminal Investigators Training Program (CITP), or its equivalent.

Motor Vehicle Operation: Incumbent must possess and maintain a valid motor vehicle operator's license.
Essential Personnel: This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operations events without regard to declarations of liberal leave or government closures due to weather, protests, and actions of terrorism or lack of funding. Failure to report for or remain in this position may result indisciplinary or adverse action in accordance with applicable laws, rules and regulations.
Mobility Agreement: This position may require the incumbent to be reassigned to a different geographic location. Accordingly, the incumbent will be required to sign a mobility agreement, which will remain in effect while assigned to this position.
