The incumbent will provide administrative and technical supervision necessary for accomplishing the work of the branch. Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Provides the Center managers with advice and guidance on the Agency's human resource development policy and procedures when the training and development practices are new, highly controversial, precedent setting, and involve more than one area of Human Resources policy.
Serves as the Center technical expert on employee training and development programs, policies, or practices. As the adviser for the Center, responds to training program questions and situations where there is the potential for serious impact on the Center or Agency's mission.
Develops solutions to extremely complicated problems with the potential to impact all employees or the entire Human Resources program for the organization, such as those situations involving labor agreements, succession development, or issues subject to court orders or consent decrees.
The incumbent participates in Human Resources planning initiatives at the strategic, operational, and tactical levels, providing expertise in integrating training and development programs into Human Resources policies, implementation plans, and LARC's overall strategies for improving the performance of the workforce and increasing employee satisfaction. Performs assessments to determine the need for further development and expansion of work-life programs. Develops, tests, and implements innovative programs such as interactive web sites.
Establishes a customer support program that focuses on providing high quality services. Directs the staff in administering programs that provide for efficient and effective responses to customer questions, and requests for assistance on various issues.
Establishes and maintains liaison with other federal agencies, academia, and the private sector for the purpose of keeping abreast of trends, and determining the applicability of such trends to LARC. Maintains liaison with top-level Human Resources management officials throughout the Federal, state, and local governments and the private sector. Exchanges ideas and information about trends in the training and organizational development arena.
Serves as a key member of the Director of Human Resources' management team. As a member of the management team, works jointly with the Director and other members to plan, manage, and integrate all initiatives and activities.
In addition, the incumbent provides technical advice, consultation, and assistance to managers and employees in the areas of organizational development and succession planning. The incumbent is responsible for designing, developing, implementing, managing, and evaluating a wide range of Organizational Development, Employee Development, Succession Management, and Change Management activities at Langley Research Center.
The incumbent uses professional consulting skills, analysis and creative problem-solving skills. Serves as primary focal point for Center training, individual development, and organizational development activities which have a broad impact on overall program effectiveness. Provides Organizational Development Services, consulting with management to assess organizational situations using a variety of methods.
