This position is part of the, Federal Records Center Program, National Archives and Records Administration. As a SUPVY ARCHIVES SPEC, you will serve as a Supervisory Archives Specialist, on a project that is expected to last anywhere from 13 months to 24 months.

This is a TERM appointment with an initial employment period of 13 months. The appointment may be extended up to a maximum of four years without further competition.

Local travel between all 3 locations, (Lenexa, Kansas City and Lees Summit) may be required.

Help

As a SUPVY ARCHIVES SPEC, GS-1421-9, your typical work assignments may include the following under supervision:
Supervising a subordinate staff consisting of archives aids and technicians GS-2 through GS-7. Is responsible for the quality and quantity of work produced by these employees directly under their supervision. Either personally or as delegated to other RCP employees, assures that the following duties are accomplished.
Daily TASK transactions are recorded accurately ensuring that unique agency designations are developed/maintained for special reference projects.
Determines daily staffing needs based on backlog and incoming agency workload projections. Plans work schedules for projects. Assures the appropriate distribution of work and the meeting of schedules and deadlines. Sets priorities and makes adjustments as necessary to accomplish tasks.
Develops and writes procedures regarding work assignments and policies. Coordinates with supervisors or specialists of other operations concerning matters of work accomplishments, priorities, and procedures.
Prepares, issues, and monitors routine internal instructions and procedures.
Conducts staff meetings to convey and discuss suggestions, changes and new policies or procedures, which affect unit operations. Provides information generated by these meetings to higher level management.
Analyzes the organizational structure and procedures of the operation for possible improvements to the workflow and methods within the Region. Conducts studies in such areas as (1) troublesome records series to identify problems and recommend solutions, (2) work flow and work methods to recommend improvements, and (3) ways to correct deficiencies noted during quality checks.
Through analysis of the work situation, identifies, recommends, and justifies to higher authorities, the restructuring and utilization of positions and changes on the services rendered. Provides input to supervisor for budget formulation based upon workload and production capabilities of the assigned area.
Has overall responsibility for determining how the workload should be assigned, processed, and reviewed. This is prescribed to subordinate technicians who ensure accomplishment of work according to these guidelines.
Establishes, or participates in establishing, periodically reviews, and adjusts performance standards. Completes performance evaluations.
Maintains operation records and reports, and furnishes this information as required or requested.
Interviews candidates for positions in the work unit and makes selections or makes recommendations for appointments, promotions, or reassignments.
Is responsible for planning and ensuring the training and development of employees.
Advises, counsels, or instructs individuals on administrative matters.
Holds corrective interviews with employees.

Qualifications

You may qualify at the GS-09 level, if you fulfill one of the following qualification requirements:

A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service that demonstrates your ability to overseeing or performing various records center activities (relocation, space control, reference, special projects, etc.); supervising or leading a group or team of employees; planning, organizing, and coordinating work to accomplish goals; analyzing program or project performance and recommending improvements; preparing and updating technical material and statistical reports; and providing technical advice or presentations on records management; OR

B. A master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include History, Library Science, etc., OR
C. A combination of education and experience as listed above.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
