We are seeking two Supervisory Program Managers in the Office of International Science and Engineering (OISE), in Arlington, VA. One position will lead our Country and Regions Cluster. One position will lead our Programs and Analysis Cluster.
OISE serves as a focal point for international science and engineering activities both inside and outside NSF. OISE promotes development of an integrated, Foundation-wide international strategy, and manages international programs that are innovative, catalytic, and responsive to a broad range of NSF interests. OISE supports programs to expand and enhance leading-edge international research and education opportunities for U.S. scientists and engineers. It works to build and strengthen effective institutional partnerships throughout the global science and engineering research and education community, and it supports international collaborations in NSF's priority research areas.
The Country and Regions cluster establishes and maintains relationships with counterparts in foreign countries. In addition, the cluster is the primary interface with interagency partners who focus on international relations (i.e., White House Office of Science and Technology Policy, Department of State, etc).
The Programs and Analysis cluster develops, implements and monitors OISE programs. These program seek to catalyze international science and develop a globally competitive U.S. scientific workforce. The cluster also develops foresight products for NSF leadership-a new capability expected to be fully operational in Fiscal Year 2018.

NSF is relocating to Alexandria, VA. In late summer of 2017, NSF will begin the transition from its current location in Arlington, VA to 2415 Eisenhower Avenue, Alexandria, VA 22314. The new location is adjacent to a Metro station (Eisenhower Avenue on the Yellow Line) and there is ample parking in the area. There are several amenities nearby, such as restaurants, hotels, and shops.

Program Planning and Direction- The supervisory program manager, prepares and recommends annual and long-range budgets and plans, for programs that promote international science cooperation. Activities are consistent with current U.S. science policy and U.S. foreign policy. The program manager oversees the solicitation, award and monitoring of awards consistent with NSF policies and procedures. He/she prepares briefing materials for budget hearings, negotiations, and discussions, or in response to requests from supervisor for information about programs. He/she represents NSF on interagency groups and inter-governmental organizations. As requested, the program manager assists and participates in discussions and negotiations to assess trends and developments within the scientific foreign affairs communities to establish or deepen cooperation.
Science Diplomacy- The supervisory program manager, establishes and maintains relationships with one or more foreign partners. Working with colleagues from across the United States Government – most notably the U.S. Department of State – he/she ensures that Office and Foundation level activities are consistent with current foreign policy. Representing the highest standards, and exhibiting appropriate diplomatic poise, the program manager interacts with representatives from foreign embassies and ministries. When required, the program manager travels internationally to represent U.S. interests. The program manager helps prepare briefing materials for official events by NSF and USG leadership.
International Program Analysis- The supervisory program manager contributes to the collection, analysis and dissemination of information on foreign science and technology trends. Specifically, he/she analyzes information on foreign research and technological investments and developments. The program manager contributes to the preparation of internal and external products for dissemination as appropriate. Products include original observations on events abroad, especially their impact on the U.S. scientific and engineering communities and the NSF. Analyses will be used to identify opportunities for international science cooperation.
Supervision- The incumbent(s) will supervise other Program Managers within OISE, to include: setting priorities, assigning work, evaluating performance, determining training needs, motivating staff, and making selection/hiring recommendations to the Deputy Office Head.
