Summary

This position is located in the Office of Inspector General (OIG), Equal Employment Opportunity Office (EEO) in Alexandria, VA.  The incumbent will serve as a Senior EEO Specialist with responsibility for developing, managing and implementing the agency's Management Directive (MD) 715 program and reporting as required by law directly to EEOC.

Duties

Help

The duties of an Equal Employment Specialist may include the following but are not limited to:  

  • Manages the overall MD715 program to include identifying and eliminating systemic barriers to employment, determining and implementing strategies, objectives and performance goals in line with EEOC and DoD requirements; and writing the annual MD 715 report to the EEOC.
  • Serves as team leader and as such, lead team comprised of EEO staff and other staff to meet EEO Office objectives.
  • Addresses confidential, complex and extremely sensitive employment issues relating to EEO, civil rights and diversity management. 
  • Processes complaints of discrimination, to include conducting EEO counseling, writing accept/dismiss letters and final agency decisions/actions.
  • Provides expert technical advice concerning resolution of complaints of discrimination to managers and employees.
  • Provides expert advice and assistance to senior management officials, supervisors and employees to advise them of their responsibility and rights under the EEO/AEP/MD 715 laws, regulations and directives. 
  • Provides affirmative employment/MD715 goals, objectives and strategies to resolve systemic problems in hiring promotion, training of targeted groups.
  • Participates in recruitment planning and establish partnerships with colleges, universities, minority serving institutions, and other organizations to improve employment opportunities.
  • Establishes and utilizes special emphasis programs to resolve systems problems for targeted groups.
  • Coordinates, develops and conducts EEO related training and briefings to senior leaders and employees.

Position has been designated as Non-critical Sensitive; incumbent is required to obtain and maintain a Secret security clearance. 

Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.

U.S. Citizenship is required for this position.

Requires approximately 10% of temporary duty travel (TDY). 

Permanent Change of Duty (PCS—Relocation) expenses WILL be paid.

If you have not previously successfully completed a probationary period with the Federal Government in a similar position, you will be required to serve a two year probationary period.

Position(s) may be filled by displaced Department of Defense (DoD) employees through the Priority Placement Program.

Qualifications

The applicant must have 52 weeks of specialized experience at the GS-13 level or equivalent under GS or another pay system that demonstrates skill in developing, managing and implementing equal employment opportunity plans and programs to identify and eliminate organization systemic barriers. Applicant must have experience in researching regulations and guidance, analyzing data and recommending solutions to equal employment opportunity issues.

Candidates will be further evaluated on the level and quality of their experience and possession of the following relevant competencies in order to determine the level of your qualifications. These competencies include:  

  • Interpret and provide expert opinion and guidance on laws, policies, procedures as they relate to Equal Employment Opportunity (EEO) complaints and affirmative employment issues. 
  • Analyze recruitment and workforce data. 
  • Analyze complex information and provide sound resolutions. 
  • Oral Communication.
  • Conduct research and resolve complex issues. 
  • Maintain outreach programs and community activities/events.

Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.

All qualification and Time in Grade requirements must be met by the closing date of this announcement.

Education

There is no substitution of education for experience at this level.
