The Nurse Manager is a professional nurse who holds accountability for the management of Same Day Services within VA Puget Sound Health Care System located in the Anesthesiology Service line. SDS is an outpatient unit, which provides patient care in four functional areas: Outpatient Evaluation Clinic, Patient Admission Center, Same Day Unit and Surgical Clinics. The Outpatient Evaluation Clinic (OEC) is an area where all specialty services can obtain or perform pre-procedure and other complex evaluations for patients, which include diagnostic testing, pre-admission assessments, pre-procedure teaching, history and physical assessment, anesthesia assessment and cardiac/complex medical assessments. The Patient Admission Center (PAC) provides a centralized area for admission processing for all specialty services in the medical center and patient care includes diagnostic testing, initial admission assessments, and specialty needs (inventory of belongings), and also provides a systemized process for day-of-surgery admissions. The Same Day Unit (SDU) provides patient care to a variety of patients undergoing outpatient procedures, including surgery, cardioversion, diagnostic procedures, GI procedures, and minor therapies such as ultraviolet treatments. The SDU also encompasses a telephone care system, where scheduled patients are called prior to procedures. SDU patients are called after the procedure to assess for issues and patient concerns. The Surgical clinics provide clinical assessment of referred and established patients. The patient population includes all ranges of age (young adult through geriatric) and all ranges of medical conditions (fully healthy through multiple chronic medical conditions).

Duties include but are not limited to:

• managing the patient care environment including budgeting, supplies, equipment and patients
• personnel management including scheduling, counseling and evaluation of staff
• staff orientation, continuing education and personnel development
• managing daily operations on Dame Day Unit/OEC including clinic provider schedules and grid building
• representing the department and unit within the organization
• direct patient care as needed
• data collection, analyzing, trending and reporting including nurse sensitive indicators and risk management
• manage staffing processes using VA Staffing Methodology, electronic staffing programs and timekeeping
• creating and advocating for a healthy work environment that is conducive to the recruitment and retention of highly competent staff
• managing the hiring process by rating, interviewing and performing reference checks on qualified applicants

Education/Experience Requirements:

• Bachelor degree in Nursing
• 2-3 years successful nursing practice in an acute medical/surgical or ambulatory care setting with progressive leadership duties

Qualifications

BASIC REQUIREMENTS:  

• U.S. citizenship.  Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
• Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant:  The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE).  In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.
• The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing.  Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. 

Grade Determinations:  The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:

• Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
• Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor’s of Science in Nursing (BSN) with no additional nursing practice/experience.
• Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor’s degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
• Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor’s degree in a related field and approximately 2-3 year’s of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year’s of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. 
• Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year’s of nursing practice/experience; OR a Doctoral degree in nursing or related field and approximately 2-3 year’s of nursing practice/experience.
  

Preferred Experience:

• Previous management experience in an Outpatient Surgery unit / Same Day Surgery
• Master degree in Nursing
• Certification as Nurse Executive (NE-BC) or Certified Nurse Manager and Leader (CNML)
• Experience with Pre Op, Post Op (Phase 1, Phase 2) care per ASPA Standard
