The Expeditionary Command, Control, Communications, Computers, & Navigation (C4N) Systems Branch (E31) within the Expeditionary & Maritime Systems Department of the Naval Surface Warfare Center Panama City Division is seeking applicants for an Engineer/Scientist, ND-05 (GS-14/15 equivalent) position as the Information Systems Security Engineer for the Air Cushion Vehicle (ACV) program.
The Expeditionary C4N Systems Branch is responsible for the research, development, test and evaluation and in-service support of ACV C4N systems. The C4N Systems branch serves as the In-Service Engineering Agent, Technical Design Agent and Software Support Activity of ACV C4N systems. You will serve as the Senior Information Systems Security Engineer responsible for the Air Cushion Vehicle platform, Information Technology Control Systems and enclave software and hardware architectures for information assurance and cybersecurity. You will be coordinating and developing innovative Information Technology and Cyber Security strategies and recommendations for initiating and establishing goals, timetables, and procedures. You will be responsible for implementing principles, methods, and tools for evaluating air cushion vehicle information systems cyber security to ensure compliance with Department of Defense network requirements. The ACV systems include those of command & control systems, computing environments, navigation systems, engineering control systems, communication systems and offline support systems.
Salary Capped Position:
This position is part of the Warfare Centers Personnel Demonstration Project. The ND-05 pay band encompasses positions equivalent to the GS-14 and GS-15. The salary range shown in the announcement represents all of the positions within the band, including GS-15 equivalent positions. This is not a high grade position; therefore, the salary may be limited to a GS-14 Step 10 (currently $131,833).
This is an interdisciplinary position and may be filled by a Computer Engineer (0854), an Electronics Engineer (0855), or Computer Scientist (1550) depending upon the qualifications of the candidate.
This position is a full-time temporary position not to exceed two years. Temporary actions taken under this announcement may be made permanent without further competition. This position may be terminated at any time before the established not-to-exceed date.

As an Engineer or Scientist your duties may include but are not limited to:
- Providing Air Cushion Vehicle (ACV) information systems security subject matter expertise to internal and external organizations.
- Developing requirements, assessing designs, and analyzing/characterizing performance for ACV C4N information systems.
- Performing duties to include the architect, design, develop, integrate, test and evaluate, deploy and support of ACV integrated security systems and physical control solutions that will ensure critical data and systems are protected by establishing and using the Department of Defense (DoD) integrated enterprise-wide decision structure for the cybersecurity risk management (the Risk Management Framework (RMF).
- Providing technical oversight and leadership in the area of ACV C4N platform information technology control systems cybersecurity and technologies.
- Leading the design process with various Air Cushion Vehicle platforms to develop and translate cyber and physical security requirements into technical designs.
- Developing strategies, goals, tasks, roles, responsibilities and information needs for cyber security based on requirements and lifecycle stage of Air Cushion Vehicle platforms.
- Developing and providing configuration and operation instructions for cyber security and cyber-enabled products to the fleet.
- Providing technical guidance and resolving technical problems for Cyber Security including but not limited to information systems assurance (IA) and network security through establishing requirements, engineering and design, certification, and maintenance for craft information systems, and associated networks.
- Maintaining mastery of Information Assurance (IA), Information Technology (IT) security and Cyber Security theory and concept, practices, methods, tools, environments and emerging issues for application to current program/platform architectures.
REQUIREMENTS:

Condition of Employment-Information Assurance Certification: This position requires the incumbent to be a member of the Department of the Navy Cyber Security Workforce (CSWF) in accordance with DOD Manual 8570-1M and SECNAV M-5239.2 in the IAT Category, Level 3. Certifications in either GSLC or Security+ must be obtained within 6 months AND MAINTAINED THEREAFTER. In order to maintain the proper certification level, continuing education credits will be required on an annual basis as prescribed in the DOD Manual 8570-1M and as required by the commercial certification authority. The specifics are outlined in the CSWF appointment letter.
Condition of Employment-Cyber Security Workforce: This position has been designated as a Cyber IT/Cybersecurity Workforce position in specialty area 65-Enterprise Architecture (Information Systems Security Engineer), Category 60-Security Provision, and Proficiency level Expert. As a condition of employment incumbents must be a member of the Department of Navy Cyber IT/Cybersecurity Workforce in accordance with SECNAV M-5239.2. Certification must be obtained within 6 months and maintained thereafter. You must earn and maintain credentials associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which assigned and participate in a continuous learning program as described in SECNAVINST 1543.2.

Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. or-
For Professional Engineering Series - Substitution of Education/Experience (0854/0855): Possess a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences. The adequacy of such background must be demonstrated by one of the following:
(I) Professional Registration: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g. State grandfather or eminence provisions) are eligible only for position that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.; or
(II) Written Test: Successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or
(III) Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A (response above); or
(IV) Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
