ORGANIZATIONAL LOCATION: Department of Health & Human Services (HHS), Indian Health Services (IHS), Northern Plains Region, Great Plains Area, Pine Ridge Service Unit, Nursing Services, Pine Ridge, SD Position reports to the Chief Executive Officer.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume.

BASIC REQUIREMENT(S):

Education: Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant. (One year of nursing experience as a military corpsman that has been accepted by a State licensing body may be accepted in lieu of education at the GS-4 level.)
Registration: Applicants must have active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. An applicant who has graduated from an approved nursing educational program within the past 12 months may be appointed pending State registration as a professional nurse within 6 months of appointment. No person appointed pending registration may be retained beyond 6 months, or promoted, if registration has not been attained.

Requirements
GS-13:  One (1) year of experience equivalent to at least the GS-12 grade level.
Evaluation of Experience
Experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position. At GS-9 and above, many positions require experience in a specialty area of nursing.
Examples of Specialized Experience

Experience implementing and overseeing the quality of all nursing care provided within the health care program. 
Perform the full spectrum of supervisory personnel management.  Assure positions are established in the most effective economical manner.  Keeps employees informed of management goals and objectives.
Collaborates with other supervisory nursing personnel in program planning, continuous analysis and evaluation of nursing policies and procedures, staff education activities and identifies training and competency needs of employees.
Plans nursing activities to facilitate efficient operation, smooth patient flow and availability of nursing personnel.  Assurance that patient's needs are promptly and adequately met and required nursing services are rendered.
Responsible for maintaining nursing accreditation standards for the health care center.  Defines and enforces all appropriate standards including, but not limited to, those of the Joint Commission, Center for Medicare and Medicaid Service (CMS) conditions of participation and those of national nursing organization which set the current standards for nursing practice.
Represents the health center and nursing program in local, regional and national meetings and educational activities. Ensures accountability to the governing board.

SUPERVISORY OR MANAGERIAL ABILITIES: Candidates must have demonstrated in their work experience or training that they possess, or have the potential to develop, the qualities of successful supervision, as listed below:

  • Assign to and review work of subordinates, train and work effectively with subordinates from a variety of backgrounds and with different levels/areas of training.
  • Accomplish the quality and quantity of work expected within set limits of cost and time.
  • Plan own work and carry out assignments effectively.
  • Communicate with others effectively both orally and in writing, in working out solutions to problems or questions relating to the work.
  • Understand and further management goals as these affect day-to-day work operations.
    Develop improvements in or design new work methods and procedures.
