This position is that of an Attorney-Advisor in the Legal Division, Coast Guard National Pollution Funds Center (NPFC or Center). The incumbent's primary responsibility is to furnish legal advice and guidance to staff members of the Center and to associated field units of the Coast Guard concerning a wide spectrum of matters involving the Center's operations including its fiduciary responsibilities for the pollution funds it manages. This attorney is responsible for evaluating claims by and against the Oil Spill Liability Trust Fund (Fund) and for providing litigation support to the Department of Justice as to matters arising from Center activities including claims by and against the Fund. This attorney may also be responsible for drafting and reviewing proposed legislation and regulations affecting center operations.
Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
* Consulting with and giving legal advice and guidance to Coast Guard officials at the Center and in the field concerning the statutes, regulations, judicial opinions, Executive Orders, decisions of the Attorney General or the Comptroller General and internal Coast Guard directives.
* Analyzing and evaluating the facts and law relevant to claims by or against the Fund. Negotiating, adjudicating or recommending adjudicatory action on these claims in accordance with relevant statutes, regulations and directives.
* Researching, analyzing and providing advice to Center officials on matters pertaining to administration of the Center and its personnel including: civilian personnel, contracting, real property, fiscal, release of information under the Freedom of Information Act and Privacy Act, claims and government employee ethics and standards of conduct.
* Researching, analyzing and evaluating the facts and law involved in lawsuits (except for procurement matters) arising from Center activities or from claims by or against the Fund. Extracts and organizes facts from case files, analyzes the facts in relation to the applicable law and drafts appropriate litigation reports.
* Reviewing proposed legislation and regulations affecting Center operations. Assists in drafting notices of proposed rulemaking and rules from technical information and recommendations prepared at the Center.

2. Knowledge of, and experience with, admiralty law, maritime law, environmental law, contract law, procurement law, oil and gas law, fiscal law, bankruptcy law, FOIA/PA, ethical standards, insurance, and natural resource damage law.
3. Knowledge of, and experience with, the federal litigation process in the particular areas of cost recovery litigation, environmental litigation, maritime litigation, and administrative law litigation.
4. Demonstrated ability in drafting legal memorandums and opinions that thoroughly and meticulously explain both the relevant facts and the law.
5. Demonstrated ability to effectively communicate verbally with high ranking military and civilian officials, representatives of the public, private and government organizations at various levels and attorneys representing opposing parties.
6. Knowledge of and experience with, drafting notices of proposed rulemaking and rules from technical information and recommendations prepared at the center for adoption and publication in the Federal Register under the Administrative Procedures Act and the Federal Register Act.
