This position is located in the Pharmacy Service of VAMC Memphis. The Associate Chief, Pharmacy Service Clinical Operations provides administrative, clinical, and programmatic leadership for the Pharmacy Service to ensure achievement of the clinical, research, and education goals and applicable performance measures. The Associate Chief, Pharmacy Service Clinical Operations is accountable for the delivery of all health care by the staff of the Pharmacy Service but is primarily focused on clinical operations. This responsibility includes the administration, management, and leadership of the entire Pharmacy Service. The Associate Chief, Pharmacy Service Clinical Operations is accountable for the assessment of the health care delivery system, as well as developing a plan for the delivery of health services to patients, consistent with the policies and guidelines of the Veterans' Health Administration. Additionally, the Associate Chief, Pharmacy Service Clinical Operations establishes a climate within Pharmacy Service that promotes optimum patient care. The Associate Chief, Pharmacy Service Clinical Operations participates in top-level decision and policy design that impacts on Pharmacy Service through collaboration with Chief, Pharmacy Service and medical center administration, other service chiefs, and interdepartmental supervisors. The Associate Chief, Pharmacy Service Clinical Operations directs health care programs, delegating authority and responsibility to meet both the medical center and service goals. The incumbent reports to the Chief, Pharmacy Service and serves as a key clinical resource. The duties of this position include, but are not limited to:
a. These responsibilities include hands on clinical work, oversight, and administration of all aspects of the Pharmacy Service, including an extensive research program, guidance and training for Pharmacy Service Residents and other trainees.
b. Ensures the development, implementation, and maintenance of Green Environmental Management Systems (GEMS) requirements in accordance with VHA and Medical Center policy. This involves developing and implementing environmental policies, procedures, and systems within areas of responsibility.
c. The incumbent is responsible for ensuring that all business operations and health information practices within their respective operations are being measured for quantity and quality of the work performed, and conducted in continuing compliance with the laws, regulations and standards which govern those activities, the reasonable expectations of VHA's business partners, and the highest standards of Compliance and Business Integrity.
d. The incumbent is responsible for ensuring that all employees under their supervision have read and understand the requirements outlined in the Information System Rules of Behavior. In addition, that said employees comply with all the provisions outlined in the Information Security policies and regulations.
e. The incumbent is expected to meet the performance measures and VHA Core Competencies specific for his/her service.
f. The Associate Chief, Pharmacy Service Clinical Operations works closely with the Chief, Pharmacy Service to ensure service is responsible for the performance measures that involve service disciplines and/or services are met. Some performance measures also involve multiple services and must be coordinated with the service representative in order to achieve the desired outcome, e.g. prescription cost per unique. For specifics of each measure, review the Executive Career Field (ECF) Performance Plan , for the applicable year. The performance measures are categorized by the mission goal they support. Within the mission goal of delivering healthcare value, the measures are further subdivided by the domain of value. Each individual measure is equally weighted to maintain maximum network flexibility and to encourage strategic system thinking. The performance measures are periodically revised by VACO and VISN 9; therefore, the incumbent should review the annual publication of the Technical Manual for the VHA Performance Measurement System from the Office of Quality and Performance.
g. Core Competencies: The Associate Chief, Pharmacy Service Clinical Operations is personally responsible for effecting positive change and overall improvement using the core competencies.
h. Supervises clinical pharmacy specialists and continually evaluates the clinical pharmacy program for opportunities for improvement. Completes job performance evaluations, recommendation awards, and/or disciplinary actions for clinical pharmacy specialists and makes recommendations to the Chief, Pharmacy Service when appropriate.
Location: Memphis VAMC to include North, Nonconnah and Jackson, TN CBOC locations.
Work schedule: Monday - Friday, 8:00 AM - 4:30 PM; however schedule subject to change due to workload

Basic Requirements:
· U.S. Citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
· English Language Proficiency: Applicants appointed to direct patient care positions must be proficient in spoken and written English.
· Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or Doctor of Pharmacy (Pharm.D) degree.
· Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e. Puerto Rico), or the District of Columbia.
Preferred Qualifications:
· Doctor of Pharmacy
· Previous hospital management experience or PGY 2 Administrative Residency
Grade Determinations: GS 14
Experience: One year experience at the next lower level, and must fully meet the KSAs at the next lower level (GS-13). Examples of GS-13 level experience would typically include, but are not limited to:
-Experience in the timely resolution of customer complaints
-Participation in the identification and correction of system issues
-Experience in educating staff with regard to service recovery techniques and practices to enhance the customer experience
-Experience in analyzing data and making appropriate recommendations where changes may be warranted
-Strong oral and written communication skills and ability to communicate with a wide array of customers.
