This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Office of Legislative Affairs (LEG), for the Bureau for Legislative and Public Affairs (LPA).

LPA is responsible for managing the Agency's external affairs and provides central Agency focus and overall coordination for all aspects of legislative and public affairs matters for the Agency. LPA serves as the central point of contact with Congress, the media, interested stakeholders from the international development community, and the American people regarding the Agency's international development programs and policies. LEG maintains continuous liaison with Members of Congress, congressional staff, and committees to inform them about USAID programs and policies and to obtain their views on issues associated with USAID, which are then communicated to the Agency. Help

At the full performance level, Congressional Liaison Specialist (GS-14) your duties will include:

  • Coordinating the preparation of testimony for Congressional legislative hearings, as the primary point of contact with relevant interagency and Congressional offices.
  • Keeping senior staff, General Counsel, and Bureau and Mission counterparts informed of any relevant legislative changes or increased activity. In this role, you will collaborate to help identify constituency development opportunities and joint ventures with such organizations that will further the Agency's legislative and public objectives.
  • Maintaining continuous personal contact with selected Members of Congress and their staffs for the purpose of gaining acceptance of legislative proposals and assessing their interest in and attitudes toward legislative and programmatic issues relevant to USAID. You will help Members of Congress and their staffs understand and accept USAID's policies and objectives by highlighting the benefits derived by both the host countries and the United States.
  • Developing and recommending congressional outreach efforts to promote USAID's mission, as appropriate.
  • Responding adequately on issues of a general or policy nature that requires familiarity with the Administrator's and the LPA Assistant Administrator's position with respect to these issues. Also, you will need to be well versed on the bilateral economic assistance programs funded by the international affairs budget (150 Account).
  • Managing Division input to develop annual budget documents, including materials for the Administrator's or other senior official's testimony on the President's budget request and the annual Congressional Budget Justification (CBJ).

Qualifications

GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) analyzing proposed legislative actions that have a direct impact on an agency's program activities; (b) identifying the ways that legislative actions will affect agency's programs; (c) developing recommendations to resolve issues; and (d) maintaining regular contact with Members of Congress and their staffs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
