Duties

Help

The Office of Inspector General (OIG) is responsible for conducting audits, investigations, inspections and other activities of the programs and operations of the Department of State and United States Agency for Global Media (USAGM) to prevent and detect fraud and abuse and recommend polices that promote economy and efficiency in the administration of their respective programs and operations.

The Office of Enterprise Risk Mangement (FO/ERM) is responsible for three distinct portfolios:  Enterprise Risk Management Strategic Planning, Strategic Planning and Performance Management, and Policy and Operations Risk Management.

The incumbent will serve as the Strategic Planning and Performance Program Manager responsible for managing the Strategic Planning and Performance Management portfolio, including strategic planning, ensuring longevity of performance management systems, and integrating enterprise risk management (ERM) with strategy; performance management and measuring and reporting organizational performance; and coordinating the work plan process to identify the projects, priorities, and initiatives that will support OIG’s ability to achieve its strategic goals and objectives.

The incumbent coordinates with the Department, OIG offices, and OIG senior management in developing OIG strategic plans, performance plans, annual work plans, resource requests, and budget justifications; performs benchmarking in coordination with public and private sector programs and practices to evaluate and assimilate best practices within the OIG; and develops OIG's strategic planning and performance assessment tools; plans, performs, and leads comprehensive studies and analyses designed to evaluate and, where possible, improve OIG planning, performance, and management programs and practices; and researches relevant information, conducts interviews with managers and employees, analyzes data, and formulates conclusions.

Qualifications

Time-In-Grade Requirements:  Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5CFR 300, Subpart F.

Applicants must meet all the required qualification requirements and any selective placement factors described below within 60 days of the closing date of this announcement.

Time-In-Grade Documentation: If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the 1-year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old).

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate proficiency in areas such as the following:

  • Experience in developing strategic plans.
  • Experience in building and presenting budget justifications.
  • Experience in using performance assessment tools to develop standard best practices.
  • Experience in coordinating with senior management across multiple organizations.
  • Experience in written and oral presentations.

There is no substitute of education for specialized experience for the GS-14 position.

  • Mastery of strategic planning, management, and program analysis principles and concepts in order to perform comprehensive studies and analyses designed.
  • Ability to develop strategic, performance, and annual work plans.
  • Skill and ability to evaluate and, where possible, improve OIG management programs and practices.
  • Extensive knowledge of performance management principles and concepts sufficient to develop performance measures, evaluate the efficiency and effectiveness of OIG operations.
  • Skill and ability to coordinate analysis of results against established performance metric targets.
  • Knowledge of project planning and management concepts to manage project resources and activities to meet technical, cost, and schedule objectives and ensure projects meet stakeholder requirements and support OIG goals, priorities, and strategies.
  • Extensive knowledge of oral and written communication.
  • Ability and skill in preparing and delivering technically authoritative and persuasive position papers, recommendations, and assessments of complex technical and project administrative issues.
  • Ability to analyze and evaluate major aspects of OIG programs and activities, and coordinate the development of OIG's strategic plans, performance plans, and work plans.
