Duties

Help

The selectee for this position will be expected to perform the following duties:

  • Responsible for directing the entire acquisition process for the commodity assigned from requirements development and contract negotiation to execution inclusive of the entire contract administration effort.
  • Develops long-term acquisition planning documents to allow for execution of multi-year contractual documents. Provides input to coordinating offices to allow the publication of DeCA's short- and long-range acquisition plans.
  • Has delegated authority from the Director of Acquisition Management to provide oversight of the contracting function to include contract guidance and contract execution.
  • Performs reviews of acquisition strategies to ensure compliance with regulatory requirements.
  • The position requires extensive knowledge of and experience applying the Federal regulations governing contracting/acquisition inclusive of GAO principles and socioeconomic impacts on program accomplishment.
  • The position requires a high degree of knowledge of all disciplines involved in the acquisition process and ensures consistency among technical, financial, business aspects and contractual regulations/statutes through proper execution of the delegated contract authority.

  • This position is designated as a Critical Acquisition Position in accordance with Defense Acquisition Workforce Improvement Act (DAWIA).
  • Unless specifically waived by the Chairman, Acquisition Career Program Board or if the employee is "grand-fathered" under 10 U.S.C. 17360 (1), the following are statutorily mandated requirements (Reference 10 U.S.C. 1733 and 1737):
  • Must be a member of the Acquisition Corps at the time of appointment.
  • Must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the position.
  • Travel by military and commercial aircraft or land transportation may be required in the performance of official assigned duties.

Qualifications

You must meet the Department of Defense qualification standard for the 1102 series and additional requirements by the announcement closing date.

This position has a Basic Education Requirement:

A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. AND

B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)

NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, are also exempt from meeting this requirement.

Basic Requirements for Critical Acquisition Positions:

A. Eligible for GS-14 or equivalent. AND

B. A bachelor's degree and at least 24 semester hours in accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. AND

C. Completion of all mandatory training requirements for certification as prescribed by the head of the agency for progression to higher level contracting positions. AND

D. Four years of acquisition experience. At least one year of that experience must have been specialized experience at or equivalent to work at the next lower grade level, GS-13, of the position, and must have provided the knowledge, skills and abilities to perform successfully the work of the position. AND

E. The requirements for membership into an Acquisition Corps are the same basic requirements as paragraphs A through D above EXCEPT that membership only requires the employee to be a GS-13, rather than "eligible for GS-14."

SPECIALIZED EXPERIENCE IS DEFINED AS:

  • Establishing clear objectives and priorities to include acquisition planning and strategies consistent with laws and regulations governing the acquisition mission.
  • Maintaining direct oversight and technical surveillance over the execution of all acquisitions functions and directing critical programs that have extensive impact on the continuity of an entire organization's operations.
  • Applying knowledge of military and commercial resale grocery operations and systems that interrelate with the acquisition process.
  • Managing and administering the contracting program of a diverse, multi-location organization.

You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).


Additional Requirements that must be met by the closing date:
  • Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA.   • Time after competitive appointment.
