Joining the Customs and Border Protection, Office of Human Resources Management, Talent Management Directorate will allow you to use your expertise to assist as a subject matter expert in a variety of assignments involving staffing, pay, and processing rules, laws, and regulations for CBP.

This position starts at a salary of $49,960.00 (GS-07, Step 1) to $79,443.00 (GS-09, Step 10) with promotion potential to $115213 (GS-12 Step 10).

Duties: Typical duties performed in this position include:

  • Performing research using Staffing systems and resolving complex applicant issues as it relates to the automated HR Staffing system and/or application process;
  • Determining applicants' eligibility and qualifications for an appointment by applying qualification standards and rating procedures;
  • Developing and organizing various services and documents to include participating in stakeholder meetings to identify current and projected employment gaps and providing expertise as an employment specialist to develop solutions;
  • Recommending improvements to internal processes and procedures based on updates/enhancements to the automated HR Staffing system

Qualifications

Experience: You qualify for the GS-07 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Assisting in the preparation of job announcements via an automated system (USAJobs, Monster, Indeed, etc.), including identifying and clearly outlining the position requirements.
  • Performing detailed review of records to determine applicant qualifications for a specific job.
  • Assisting applicants in preparing and submitting a variety of personnel or pre-employment forms and entering data into a system for further processing.
  • Utilizing various HR information systems and tools to update and track data.
  • Responding to routine inquiries concerning HR entitlements, services, and processing procedures.
Education Substitution: GS-07: Successful completion of one year of full-time graduate education from an accredited college or university may substitute for the experience required at this level. This education must demonstrate the knowledge, skills, and abilities necessary to do the work. Check with your school to determine how many credit hours comprise a year of graduate education. If that information is not available, use 18 semester or 27 quarter hours.

OR

A bachelor's degree with Superior Academic Achievement (SAA)may also substitute for the experience required. It is based on (1) class standing, (2) grade-point average (i.e., GPA 3.0 or higher of a possible 4.0, excluding pass/fail credits. Pass/fail credits cannot be more than 10% of total credits), or (3) honor society membership. Review Superior Academic Achievement (SAA) to see if you qualify under this provision. Experience: You qualify for the GS-09 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Reviewing applicant documents (e.g., resume, transcript, DD-214, etc.) using an automated HR Staffing system, to verify eligibility and determine if the applicant meets the qualification standards for a specific position
  • Analyzing and troubleshooting complex applicant issues as it relates to the automated HR Staffing system and/or application process
  • Developing presentation materials and conducting online webinars and trainings to applicants and hiring managers to assist with agency branding and recruitment
  • Applying qualification standards and ranking methods to evaluate applicants experience, training and education to determine eligibility;
  • Utilizing various HR information systems and tools to complete and track workload.
Education Substitution: GS-09: A master's degree or equivalent graduate degree, 2 full years of progressively higher-level graduate education leading to such a degree, a J.D. or an LL.B. degree from an accredited college or university may substitute for experience required at this level. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester hours or 54 quarter hours.

Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. More information on this qualification standard is located here.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 05/09/2025.

Residency: There is a residency requirement for all applicants not currently employed by CBP.
