This position serves as the Supervisory Civil Engineer for the Dam Safety Office and in all aspects of the Dam Safety Program development, management, and guidance of Safety Evaluation of Existing Dams (SEED), Safety of Dams (SOD), and Department Dam Safety appropriated programs and workload activities. These activities include lead responsibilities for the adequacy of SEED and SOD program priorities, scheduling, funding of Reclamation activities, program performance measurements, budget development, and financial management of programs. The incumbent is responsible for providing engineering and management advice to the Chief; Dam Safety Office, Director of Dam Safety and Infrastructure, the Commissioner, and Regional Directors on the Dam Safety Program to ensure conformance with national priorities and to maintain the Bureau's leadership role in Dam Safety. The incumbent has the authority to effect and is responsible for dam safety programs and project development, project implementation, supervision, and management. The incumbent is responsible for program formulation, collaborating to develop the appropriated budget, coordination, administration, and overview of policies, objectives, procedures, accomplishments, and other activities.
The incumbent also operates as a team "leader" for other Reclamation Dam Safety Program Managers to ensure that resources are balanced to match Reclamation-wide risks and that overall consistency is maintained throughout Reclamation. Serves as a contact for development and operation of Dam Safety Program activities in the Bureau and the Department. Coordinates the development of complete Dam Safety Program services including training, inspection, analysis and design activities for clients. Coordinates with the Technical Service Center (TSC), Region, and Area Offices for required technical resources. Prioritizes, schedules, scopes, coordinates, and overviews Dam Safety Program activities for Reclamation and Departmental clients dam safety activities, in order to effectively achieve the programmatic mission, objectives, and goals. Initiates, prepares, and/or reviews legislation, budget requests, and correspondence relating to the work of the Dam Safety Program.
Serves as the technical expert and consultant in dam safety engineering. Provides program and procedural guidance to other organizations. Incumbent will provide planning, analysis, and design of dam systems and structures. Provides advisory assistance for other organizational units within Reclamation, as well as to other Government agencies. Incumbent will provide advisory services in the planning and design process, and engineering management services for design, construction, sustainment, and decommissioning projects. Functions as authoritative spokesperson for procedure requirements and reports. Incumbent will seek the Office of Management and Budget (OMB) clearance and Congressional authorization for construction within the SOD program. Incumbent will utilize broad program knowledge/expertise, relevant engineering experience, and management techniques to accomplish difficult program and policy problems, and other projects of a complete nature.
The incumbent directly oversees implementation of the Dam Safety staff, program, and projects throughout the entirety of Reclamation and other bureaus in the Department of Interior, which impacts dam safety. To qualify for the Supervisory Civil Engineer, GS-0810-14, you must meet BOTH the Basic Qualification Requirement and the Additional Requirements. Your resume must clearly describe your relevant experience. A copy of your unofficial transcripts must be provided with your application.
Basic Qualification Requirement for the 0810 Series: To be eligible for the position, you must meet the Basic Requirement for the position of Supervisory Civil Engineer:
To be eligible for the position, you must possess one of the following:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B.Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)
ADDITIONAL REQUIREMENT
In addition to meeting the basic education requirement, you must also meet one of the following for the GS-0810-14 grade level. Specialized experience is obtained after the requirements noted under 'Basic Qualifications Requirements' are met. In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-14, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-13 level in the federal government. Examples of specialized experience include leading teams and managing projects including developing and tracking budgets and schedules; inspecting, maintaining, or operating high hazard potential dams; risk analysis and risk assessment; evaluation of the structural safety of high hazard potential dams; and communicating sensitive issues to project stakeholders.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
Selective Placement Factor: This position requires a current, valid Professional Engineer License. Failure to provide proof of such license will cause you to be rated ineligible for this position. Expired documents will NOT be accepted.
