Duties

Help
  • Interprets Travel regulations and other directives pertinent to policies, principles, requirements, practices, methods, and techniques for determining entitlement to various elements
  • Reviews specific travel problems to determine the underlying factors and submit findings and/or fact-based opinions to higher authorities
  • Communicates and distributes planned changes that affect travel orders and the payment of travel claims prompted by the Integrated Automated Travel System (IATS), and Defense Travel System (DTS).
  • Performs extensive research and analysis of complex and disputed Travel debts of active duty, out-of-service and/or retired personnel submitted for compliance to regulatory procedures.
  • Serves as liaison between finance/disbursing offices and/or travelers in preparation of request for decisions by the Defense Office of Hearings and Appeals on matters pertaining to travel entitlements.
  • The duties, described above, represent the major duties performed at the GS-11 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience.

GS-7 Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-5 if applying for GS-7) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

GS-07 Specialized Experience is Defined As: Experience in researching and resolving problems related to travel pay questions and/or issues; assisting in analyzing reports and data from financial systems to identify issues and discrepancies.

GS-9 Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-7 if applying for GS-9) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

GS-09 Specialized Experience is Defined As: Experience with financial laws, regulations, policies and procedures related to post pay reviews of Travel Pay to identify improper payments; process or compute Travel Pay actions; and provide technical guidance related to Travel Pay issues.

GS-11 Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-9 if applying for GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

GS-11 Specialized Experience is Defined As: Analyzing financial and accounting operations to recommend process improvements; monitoring and evaluating financial systems to identify weaknesses and ensure compliance with internal controls; and analyzing the impact of applicable laws and regulations on an organization's financial policies, operations and systems and recommending changes to maintain compliance.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-7, applicants must have served 52 weeks as a GS-5 or higher in the Federal service. To be considered for the GS-9, applicants must have served 52 weeks as a GS-7 or higher in the Federal service. To be considered for the GS-11, applicants must have served 52 weeks as a GS-9 or higher in the Federal service.

Education

GS-07 Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement (http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

SUBSTITUTION OF EDUCATION FOR GS-11 SPECIALIZED EXPERIENCE: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. The percentage of the education and experience which when combined totals 100% of the necessary education and experience to qualify for this position.   • This position will be covered by formal training under the DFAS Career Acclimation Program (DCAP). The purpose of this program is to develop well-qualified, well-trained, high potential employees for future positions within DFAS. Promotion is conditional based on performance, successful completion of training, and availability of higher graded work. Participants who do not successfully complete the program may be separated.
  • For grades below the full performance level, only MSP/PPP eligible candidates who currently occupy a formal training program position will be entitled to exercise their priority preference.

  • This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.   • The Security Designation will vary and dependent upon position and may require a secret clearance or higher. Employment in this position requires a background investigation which may delay starting date.
