Duties

Help

As a Supervisory Fish & Wildlife Biologist your duties will include but are not limited to the following:

  • Advises and assists the Field Supervisor in establishing objectives and goals based on knowledge of resource priorities,
    applicable administrative work advice, and Regional Office policy.
  • Evaluates complex biological information and preparation of documents relative to Virginia Ecological Services programs
    using the best scientific and commercial data available.
  • Supervises specific field office personnel comprised of technicians and biologists.
  • Assigns, schedules, and oversees the planning and conduct of Endangered Species and Conservation planning
    activities, and preparing highly sophisticated reports with meaningful analyses and pertinent recommendations.
  • Reviews completed staff work to ensure contents of reports adequately support recommendations and conclusions; are
    technically accurate; are consistent with Federal laws and policies; support positions, policies, and long-term planning
    objectives of the Field Supervisor and Regional Director; and are presented clearly and grammatically correct.

Qualifications

Only experience and education obtained by 01/23/2025 will be considered.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:

  1. A degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR
  2. A combination of education and experience that includes courses equivalent to a major in the biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, PLUS appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate possession of the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field.

Minimum Qualification [GS-GS-13]
  1. One year of specialized experience comparable in scope and responsibility equivalent to grade GS-12 in the Federal service. Experience must include: 1) planning, organizing, and directing the work of others; 2) serving as a technical expert for interpretation and application of environmental laws and regulations; and 3) reviewing and facilitating compliance and conservation actions to include working with the State, Tribes, and other partners.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

KSA's

  • Knowledge of the Endangered Species Act, Fish and Wildlife Coordination Act, National Environmental Policy Act, and Migratory Bird Treaty Act and Clean Water Act. Working knowledge of fish and wildlife resources field analysis techniques (sufficient to evaluate and quantify adverse affects to natural resources as a result of releases of oil and hazardous substances) and general knowledge of biological and ecological principles to solve problems affecting fish or wildlife.
  • Knowledge of the principles, practices, and concepts of biology, ecology, and fish and wildlife management. This includes knowledge of terrestrial and aquatic ecosystems and understanding of diverse and complex problems associated with waterfowl, upland game, furbearers, endangered/threatened species, and resident warm water and cold water fishes and their habitats than can be and are impacted by land and water resource development projects.
  • Ability to establish productive professional relationships with agencies and individuals of diverse disciplines and often divergent philosophies. In-depth knowledge of the art and science of communication with particular skill in presenting complex and controversial information to Federal and State agencies, organizations, groups, and individuals. Experience and effectiveness in public speaking and in technical and non-technical writing are essential.
  • Skill in applying, supervisory/managerial principles and methods to establishing and maintaining effective personal relationships in a work situation, plan and organize work, and direct and motivate subordinates.
  • Skill in supervising a staff of professional biologists and in the preparation of performance standards and performance evaluations, including skill in planning and managing a complex workload.
