This position serves as a Supervisory Human Resources Specialist in the OIG, Office of Management (OM) with full delegated authority and responsibility for planning, coordinating, operating, and evaluating internal human resource activities and programs. The incumbent is responsible for the management and administration of all aspects of the Human Resources (HR) program within NSF OIG that involves critical human resources and management issues.

As a Supervisory Human Resources Specialist, GS-0201-15 MP, you will perform the following duties:
Serves as the Director, OIG Division of Human Resources with primary responsibilities to 1) provide sound human resources program advice, consulting, and expertise to the Inspector General, Deputy Inspector General, Assistant Inspectors General, and OIG Directors regarding all human resources policies and programs that are independent of NSF, and 2) provide near term and strategic planning recommendations and transformational employee experience strategies.
The incumbent constructs methodologies to assess OIG's personnel readiness to ensure mission accomplishment.
As a key member of the executive leadership team, the incumbent actively participates in high-level management discussions, strategic planning, and policy decision making, ensuring that HR strategies align with OIG's goals and workforce needs, including a geographically dispersed workforce.
Is responsible for the overall management and administration of all aspects of OIG's Human Resources (HR) program. The incumbent will apply a wide range of HR management concepts, laws, policies, and practices.
The incumbent will use analytical and diagnostic methods and techniques to address complex, controversial, and/or sensitive HR issues characterized by multiple interrelated factors.
Serves as the primary advisor to the OIG and senior leadership, providing expert consultative services and acting as the key liaison between OIG and the NSF Division of Human Resource Management (HRM), Office of Personnel Management (OPM), Office of Management and Budget (OMB), Council of the Inspectors General on Integrity and Efficiency (CIGIE), and other Federal organizations.
The incumbent ensures proposed policy changes, including those that deviate from NSF, do not violate statutes, applicable HR regulations, and provisions of applicable case law and case decisions.
Assists in planning long-range changes in the mission, functions, organization, and/or scope of operations.
Revises objectives and goals, adapts current programs, and develops new programs to meet changing needs and requirements imposed by operational needs, as well as new legislation and policy.
Leads efforts where knowledge of complex HR programs is required.
Initiates and oversees special studies and facilitates implementation of new or revised policies and programs.
Accomplishes and oversees the work produced by relying on supervisors, leaders, committee chairs, and other senior OIG personnel, and oversees the retention and performance of OIG contractors.
Exercises significant responsibilities in dealing with officials of various units within OIG and NSF, and frequently is called upon to advise management officials of higher rank.
Selectee will be required to have a background investigation prior to onboarding.
Selectee may be required to serve a 1-year supervisory probationary period.

Qualifications
To qualify at the GS-15 level, you must have one year of specialized experience equivalent to the GS-14 level in the Federal service. Specialized experience includes overseeing the administration of HR programs in line with an agency's human capital goals and activities; identifying and proposing solutions to human capital issues that impact multiple HR functional areas; leading a team of HR professionals, providing all aspects of supervision and direction such as: establishing and monitoring operations; developing and communicating employee performance plans and expectations; motivating and recognizing employee accomplishments; and identifying training and development needs.

SELECTIVE FACTOR: I have extensive documented experience performing all elements of an agency's employee relations (ER) program, including, but not limited to, applying and researching ER principles, practices, legal, and regulatory requirements; advising and resolving the full range of ER issues and problems throughout an agency; drafting management ER documents such as, but not limited to, management inquiries/fact findings, performance management, and informal and formal discipline; representing management at arbitrations and in situations involving proceedings before other third-parties; providing technical advice, information, and assistance to management and senior leadership officials on sensitive, serious, and controversial issues regarding employees in a wide variety of occupations; and providing training to management pertaining to employee relations topics (e.g. performance appraisals, disciplinary actions).
Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work.
