Summary

This position is part of the EERE: Golden Field Office, Financial Assistance Office. As a Program Communications Specialist, you will be serving as a Supervisory Division Director. Your role will be responsible for activities related to the award and administration of assigned financial assistance instruments (grants, cooperative agreements) and financial assistance policy development and implementation.

This position is Remote Restricted to Golden, Colorado.

As a Supervisory Grants Management Specialist, you will:

  • Oversee and provide day-to-day operational guidance and direction to staff in the conduct of negotiation, award, administration, termination and closeout for all levels and types of financial assistance.
  • Administer financial assistance agreements during the pre-award, post-award, closeout, and auditing stages, while ensuring compliance with applicable laws, regulations, and policies.
  • Resolve conflicts or challenges related to financial assistance actions (e.g., terms and conditions, intellectual property rights, property disposition) that may be unique to a specific project or recipient.
  • Develop recommendations, alternative strategies, and methods to mitigate risks while allowing a project to move forward.
  • Develop position papers or briefing materials that convey complex issues and include persuasive arguments for obtaining support of a position.

  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report within 30 days of entering the position and annually.
  • First time supervisors will be required to serve a 1-year probationary period.
  • This position has been designated as PUBLIC TRUST. A preliminary background check must be completed before a new employee can begin work. Current Federal employees or others with an existing investigation may not be required to undergo another check.
  • This position requires a certification in Financial Assistance. Selectee is required to obtain/maintain certification under DOE O 361.1C Financial Assistance Career Development Program.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

  1. Administering financial assistance agreements during the pre-award, post-award, closeout, and auditing stages, while ensuring compliance with applicable laws, regulations, and policies.
  2. Providing technical and administrative support, leadership, and guidance to team members on financial assistance actions.
  3. Monitoring and reporting on the status of work assigned to the division, checking on work in-progress, reviewing completed work, and ensuring deadlines have been met.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
