Summary

This is an intermediate trainee position receiving direction, guidance and oversight from higher graded specialist in all aspects of vehicle auction and sales.

Location: FAS, Office of Fleet Management (QMD) in Fleet Zone 2 encompassing the following locations: Cocoa, FL; Dayton, OH;
Atlanta, GA.

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. If you are selected for this position you will be expected to report to the duty station listed on this announcement within 45 days. Positions include routine telework and remote work.
You will be responsible for the following duties, including but not limited to: 
* Performs a wide variety of operational duties, ranging from simple tracking, selling vehicles at auction, advertising inventory,
reviewing and fixing damage, vendor oversight, and vehicle utilization as it relates specifically to remarketing. Guides
customers through areas of vehicle operating equipment inventory control, proper procurement procedure, and
documentation of expense data.

* Assists higher graded specialists in analyzing sales data and provides recommendations for program improvements.
Participates in open houses, seminars and special projects to market fleet management services that deal with the wholesale
and retail distribution of supplies, and the disposal of government surplus.
*  Assists higher level specialist in the preparation of vehicles for sale at public auction. Acts as a sales program marketing
representative and serves as a Contracting Officer's Representative (COR) for vehicle sales in the area of responsibility. Ensure
that the contractor adheres to contract requirements. Ensures post-sale functions are completed timely, including verification
and payment of auction invoice, required documents are uploaded to post sale file. Administrates other fleet contracts and
memoranda of understanding.
* Serves as point of contact (POC) for the remarketing function and exercises judgment to provide and gather factual and
procedural information and data; answer questions from Fleet personnel, customers and vendors. data. Provides input for
reports used in monitoring vehicle remarketing. Answers established and conventional questions about the Remarketing/Sales
program, national and regional policies, and any matters pertaining to remarketing.

To qualify, you must have at least one year of specialized experience equivalent to the GS-7 level or higher in the Federal service. 

Specialized experience is experience assisting with analyzing program data and providing technical direction in support of a program or project. Such experience must have included the following:

  • Assisting with analyzing data to identify ways to improve effectiveness and efficiency.
  • Assisting in troubleshooting problems to increase the effectiveness of program operations.
  • Assisting in performing contract administration and assessing compliance with contract performance.
  • Assisting in developing oral and written presentations.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities. Your responses to these questions must be supported by your resume or your score may be lowered.

  • Knowledge of the GSA Fleet Management Program, vehicle characteristics and practices within the automotive industry as well as vehicle acquisition and disposal techniques.
  • Knowledge of qualitative and quantitative techniques to analyze procedural and operations, to conduct limited studies of recurring issues, and to identify/recommend solutions to customer service problems
  • Knowledge of contract price analysis sufficient to perform basic analyses for a variety of contracts. Knowledge of administrative and procurement regulations.
  • Skill in written and oral communications sufficient to make recommendations and to explain decisions to contracting personnel, or higher level reviewing officials.
  • Knowledge of sales, marketing, with specialized knowledge of both standard and special purpose mobile equipment used throughout the assigned area to ensure that such equipment is efficiently and legally sold. Practical knowledge of conventional/standard vehicle characteristics, automotive trends, repairs and parts manual practices, customer requirements, acquisition and disposal procedures to recommend to higher-graded specialist methods for improving operational effectiveness.

    Has good working knowledge of a wide range of property disposal concepts, principles, practices and regulations. Thorough knowledge of agency operations and activities supported by the FMC. 

  • Knowledge of proper procurement practices and procedures governing simplified acquisition of supplies and services. 

  • Ability to function independently and effectively in stressful or controversial situations while retaining sound reasoning, independent judgment, and the ability to communicate the same. 

  • Incumbent must possess the ability to operate all fleet vehicles. The incumbent is required to have a valid state Drivers License
