Duties of this position includes:

  • Assist with the coordination of the park planning and compliance programs and all NEPA and related natural and cultural resource management issues. Review and evaluate compliance needs for park, partner and relevant adjacent proposed projects and management plans. Ensure project adherence to policies, guidelines, and procedures of the DOI, NPS, and Council on Environmental Quality (NEPA, DO-2, DO-12, etc.), as well as any applicable local, state (CEQA) and other federal laws and regulations. Provides technical assistance and advice on NEPA, floodplains and wetlands, endangered species, coastal zone management, and cultural resources compliance concerns.
  • Write, edit, and facilitate the completion of environmental planning documents, which includes categorical exclusions, environmental assessments, and environmental impact statements. The employee reviews and evaluates internal and relevant external environmental documents and prepares written comments.
  • Manage environmental compliance and planning for assigned projects and programs. The employee develops and maintains peer relationships with managers and staff within the park and with planners, researchers, and resource managers with other public agencies, cooperating universities, conservation organizations, and other stakeholders to encourage and facilitate cooperative regional planning and public involvement for the environmental review process.
  • Communicate effectively orally and in writing with park staff, public, key stakeholders, agencies, and tribes. Organize and conduct public engagement meetings and complete briefing statements and public information releases concerning park planning and related management actions.

  • You may be required to complete training and operate a four-wheel drive vehicle.
  • Occupancy of government quarters maybe required.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

All qualifications must be met by the closing date of this announcement-09/06/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience for this position includes assisting in collecting data, drafting reports, evaluating proposals, and coordinating public involvement and review process for assigned environmental compliance on interdisciplinary teams and communication with supervisor; assisting with managing multiple environmental planning actions simultaneously and with advising management and staff on environmental compliance processes, applying a variety of Federal regulations, policies, guidelines, and procedures related to environmental compliance; communicating and collaborating with various stakeholders on environmental planning; developing work plans and ensuring projects meet scope, schedule and stay within budget; maintaining administrative records for environmental compliance documents; and coordinating with various Federal resource and regulatory agencies and non-government entities regarding environmental issues.

EDUCATION:
Successful completion of at least a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. You must include transcripts.

COMBINATION
: Successful completion of a combination of education and experience as described above. To combine education and experience, divide your total months of qualifying experience by 12. Then divide your semester hours of completed graduate education beyond 2 years by 18 (or 27 for quarter hours). Add the two percentages. The total percentage must equal at least 100 percent to qualify. NOTE: Only education beyond the second year of graduate education is creditable when combining. You must include transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Physical Demands: Work is primarily sedentary in an office environment, but requires some physical exertion such as long periods of standing; walking over rough, uneven or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities.

Working Conditions: The majority of the work is performed in an office setting with some travel to attend meetings, conferences and workshops, or for field inspections. The work can involve moderate risks, discomforts, and unpleasantness such as exposure to dust, hot and dry weather extremes; and flights in small aircraft, including helicopters.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
