Duties

Help

  • Administers, directs, and manages the General Services Administration's (GSA) National Energy program to include energy and water management and conservation, energy audits, building life-cycle cost analysis, lighting control strategies, energy management control systems and performance, utility incentives, rebates, demand/load management, and billing, energy management policy and guidance development and training, and alternative financing methods.
  • Provides national leadership and oversight of program execution. Develops comprehensive business plans annually to ensure programs function optimally. Directs the development and implementation of long-range work plans and schedules for the accomplishment of approved policies, goals, and objectives. Continually appraises the effectiveness of facility management programs, determining if goals are being efficiently and economically accomplished and re-adjusts where necessary.
  • Sets priorities for implementation of the overall assigned programs. Determines where reductions will occur should there be a decrement in the budget. Identifies unfunded requirements. Projects major project milestones and events necessary to complete the strategic implementation of assigned projects. Coordinates the efforts of matrix support activities to ensure that an integration implementation plan is executed.
  • Provides expert advice in developing and executing customer requirements and solutions that meets customer needs and that PBS expertise in energy programs continues to be recognized and valued. Develops standards, protocols and processes for meeting program and customer requirements. Develops national policies that support consistency, efficiency, and effectiveness in meeting the needs of the program, the use of resources and the achievement of client satisfaction.

The GS-15 salary range starts at $143,736 per year. 

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

*Salary will be computed based on the selectee's locality area

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. 


SPECIALIZED EXPERIENCE is experience developing standards, protocols, and processes for meeting program requirements. Develops regional or national policies that support consistency, efficiency, and effectiveness in meeting the needs of the program and the use of resources. Such experience must include:

  • Initiates, develops, and monitors energy policies, programs, and projects on a regional or national basis. Evaluates program goals and objectives and establishes long-range plans and program direction.
  • Initiates, develops, and implements projects or studies to advance the goals of energy management. Coordinates technical elements of an energy program(s) with related activities of other government agencies and the private sector, promoting mutual cooperation in areas that can be combined for more effective results.
  • Administers, directs, and manages an energy program to include energy and water management and conservation, energy audits, building life-cycle cost analysis, lighting control strategies, energy management control systems and performance, utility incentives, rebates, demand/load management, and billing, energy management policy and guidance development and training, and alternative financing methods.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Knowledge of National Energy Program and knowledge in applying analytical and evaluative methods and techniques, and the ability to plan, conduct and document a variety of complex analyses and projects, including the development of findings and recommendations, and executing integrated follow-up actions.
  • Knowledge and ability to extrapolate from questionable or incomplete data, to validate analytical conclusions and to integrate contributions from various Staff’s, Directorates, and organizations in the preparation of day-to-day operations.
  • Knowledge of executive and management principles and methods, to include knowledge of National Energy Program functions and operations in order to plan, formulate, and execute long-range operational plans.
  • Excellent skill in oral and written communication in order to write, interpret and develop implementing instructions; write policies and procedures; write and present status on special reports; prepare and/or give briefings to higher-level management.
