Summary

The position is located in the Federal Acquisition Service (FAS), Office of Customer and Stakeholder Engagement (CASE). The Customer Relationships Management Specialist is organizationally known as a National Account Manager and serves as a senior specialist. 

Location of position: You must reside in the Washington DC metro commuting area.

Help

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. Although you must reside and perform the job functions in the specific geographic location, it will not require you to report to the agency worksite on a regular and recurring basis.

  • Serves as a key point of contact for various issues pertaining to Customer and Stakeholder Engagement providing subject matter expertise for internal and external customers by providing input to policy development and/or implementation.
  • Participates in evaluating issues, projects, or concerns requiring an overview of the total agency operation with respect to resolving significant issues and situations requiring detailed knowledge of program requirements.
  • Serves as a consultant to higher level experts and management officials, the incumbent provides expert advice to generate new programs and program components to explore state-of-the art efficiency and effectiveness of critical projects.
  • Participates in studies of national significance or of outstanding importance to the project. 

  • Coordinates technical elements of assigned projects with related activities of other government agencies, promoting mutual cooperation in areas which can be combined for more effective results.
  • Reviews specific goals and objectives; monitors the sequence and timing of key project events and milestones and evaluates overall project accomplishment and significant contributions in terms of planned goals.
  • Develops authoritative papers and reports which state the agency's position and further the objectives of the organization's programs, publishing those that embrace new knowledge on subjects of far-reaching interest.

  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
  • Serve a one year supervisory or managerial probationary period, if required

The GS-14 salary range starts at $139,395.00 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 

Specialized Experience: 

Specialized experience is managing a customer account management program in order to develop sales strategies, plans, initiatives, and guidance related to strategic customer engagement. This experience must include:

  • Developing, planning, and executing sales tactics to meet sales goals.
  • Leading others to analyze and assess client data and needs in order to develop and recommend acquisition strategies to customer segments which included educating customers at all levels on the Federal acquisition process and proper use of procurement vehicles.
  • Conducting customer account research and analyzing needs/spend data in order to evaluate for potential business opportunities.
  • Managing and facilitating customer requirements to perform outreach activities and to qualify and close sales opportunities.
  • Managing customer accounts and portfolios through the use of a Customer Relationship Management (CRM) system or other equivalent database/system

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Knowledge of strategic account management, acquisition vehicles and solutions.

  • Knowledge of customer accounts, research and data analysis and solutions.
  • Knowledge of agency programs and mission(s), related to common acquisition platform (CAP), category management, expanded services, and business model modernization.
  • Knowledge of agency programs and mission(s), related to customer research and analysis, and to apply experimental theories and new developments to public policies or programs.
  • Skill in oral communications to present sensitive recommendations to higher authority, to obtain compliance with policies from activities within the agency, organization, and/or stakeholders, to articulate positions/policy of vast technical complexity and to represent the agency on task forces.
