Summary

This position is located in the Southeast Sunbelt Region (R4), Atlanta, GA. The incumbent will be expected to report to the Regional Office Building (ROB) at least 2x per pay.
Analysis/Reporting
Review, preparation, analysis and reconciliation of various reports.
Analyzes data submitted in Reports of Excess; determines accuracy of real property reports; works with client agencies to obtain property information and complete and analyze reports throughout the disposal process.
Planning & Strategy
Develops disposal plan and strategies that may include exchange strategies and entering into leases or permits as appropriate. Coordinates with local stakeholders and community interests.
Analysis/Best Use of Properties
Screens properties for alternative uses. Provides notices and screens within GSA and other Federal agencies for further Federal need. Screens for homeless interest. Approves/ disapproves requests for withdrawal of excess property.
Inspects properties to determine status and condition and suitability for various uses.
Laws and Regulations
Prepares environmental assessments and complies with the National Environmental Policy Act of 1969; Complies with the Comprehensive Environmental Response, Compensation and Liability Act, as well as other appropriate environmental laws, regulations and orders.
Consults with the State Historic Preservation Officer pursuant to Section 106 of the National Historic Preservation Act if disposal affects historic and archeological properties. Consults with and clears all regulatory requirements such as but not limited to National Historic Preservation Act; US Fish Wildlife - Endangered Species Act, etc…
May also be required to interpret and apply other laws, regulations and orders as they apply to the disposal process.
Customer Outreach/Relationships
Performs surveys of Federal real property to insure that Federal agencies are fully utilizing their land holdings in accordance with Executive Orders. Serves as focal point person on customer outreach and asset management opportunities; develops materials to facilitate utilization, customer outreach and customer service; working with customers; assessing use; serving as the point of contact.
Software/Systems
Maintains and updates the Real Property Utilization and Disposal system of record for disposal case, service case and other project information on a continuous basis. Ensures data records are complete and accurate for the effective management of cases, projects and national program.

This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. The GS-12 salary range starts at $91,897 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.
Specialized experience is performing real estate disposal, sales and transfer actions for excess and surplus commercial and/or industrial properties. This experience must include:
Researching, interpreting and applying real estate disposal laws, regulations and procedures;
Developing and implementing property disposal plans and strategies;
Performing real estate site inspections;
Conducting highest and best use analysis for real property;
Negotiating and preparing the terms of disposal and transfer agreements; and
Conducting customer outreach and marketing for real estate disposal and transfer opportunities.
