Summary

As a Supervisory Realty Specialist (Section Chief), you will supervise non-technical aspects of a Senior Lease Contracting Officer/Specialist, and technical work of journey-level Leasing Specialists, Workplace Specialists and/or Lease Management Specialists.

Location of position: Region 4, Public Buildings Service, Leasing Division in Atlanta, GA and Fort Lauderdale, FL

Help

This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility or leased space. Positions include routine telework arrangements that are geographically specific to: Atlanta, GA and Fort Lauderdale, FL.

The Supervisory Realty Specialist performs the following supervisory duties:

  • Plans work to be done by subordinates, sets priorities, and establishes schedules and deadlines. Evaluates employee performance and prepares formal assessments.
  • Informs and instructs employees on technical and administrative matters.
  • Answers subordinates questions and solves problems concerned with the technicality of real estate work.
  • Reviews lease contracts and serves as Warranted Contracting Officer for unwarranted Realty Specialists.
  • Monitors projects and develops short- and long-range plans in Federal and leased space.
  • Responsible for project management and planning, including development of prospectus development studies, lease management plans, project management strategies, schedules, tracking systems, and budget estimates for approved projects. Also participates in developing short- and long-range plans in leased space.
  • Maintains current knowledge of and responds to employee questions involving any or all subject areas of Government real estate management, project management, space requirements development, lease acquisition, facility site acquisition, and realty contract management and administration.Provides recommendations concerning projected operations, significant trends, recurring problems, and similar management concerns.
  • Participates in development of branch budget estimates and operating plans.
  • Expedites agency priorities with all business lines and negotiates for resource support.

The GS-13 salary range starts at $109,278 for Atlanta, GA and $110,137 for Fort Lauderdale, FL per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is defined as providing advice and technical guidance in the areas of space acquisition and management, reviewing space requests, developing housing strategies for customers, acquiring leasehold interests, coordinating, and overseeing space design, layout, and alteration for post-occupancy, identifying agency space needs, developing rent projects, and resolving complicated problems and controversial issues related to real estate.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Expert knowledge of project management and planning, including development of prospectus development studies, lease management plans, project management strategies, schedules, tracking systems, and budget estimates for approved projects; participating in developing short- and long-range plans in leased space.
  • Skilled at assigning work, planning, and scheduling the work of subordinates, counseling subordinates on all employment related issues, establishing and modifying employee position descriptions, making selections for employment and promotion, establishing employee performance standards, and evaluating employee performance.
  • Ability to provide administrative direction and technical review of the program requirements.
  • Skilled in reviewing and approving technical and legal decisions, case documents, contracts, or other action documents to assure that they are accurately the policies and position of the organization and program policy directives.
  • Skilled in overseeing the development of comprehensive plans for major acquisitions for client agencies, ensuring that sufficient right-of-way is being acquired for projects, determining administrative costs associated with acquisitions, and/or ensuring that budget allocations are available when needed and time schedules are set up to integrate the various work phases of projects.
  • Ability to justify or defend GSA's interests and motivate and persuade persons or groups to accept opinions or take actions related to advancing the goals and objectives of the program directed.
  • Expert knowledge in identifying and integrating internal and external program issuesthatincludetechnical,financial, organizational, and other
    administrative requirements. Exercising leadership in developing, implementing, evaluating, and improving the organization's work processes towards accomplishment of assigned goals and objectives.
