Summary

As a Contract Specialist, you will manage one or more innovative acquisition projects with the Office of Assisted Acquisition Services (AAS). The office provides cradle-to-grave acquisition, project, and financial management support.

Location of position: MO, WI, TN, MI, AL, UT, NM, IL, CO, DC, MD, FL, OH, TX, or VA (to be determined upon selection).

Help

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. If you are selected for this position you will be expected to reside within the geographic area listed on this announcement within 45 days. Although you must reside and perform the job functions in the specific geographic location, it will not require you to report to the agency worksite on a regular and recurring basis.

  • Manage a portfolio of Professional Services (PS), Information Technology (IT), and Research and Development (R&D) acquisitions. This includes Small Business Innovation Research (SBIR), Commercial Solutions Opening (CSO), and other non-FAR-based contracts. 
  • Assist the Contracting Officer (CO) throughout the entire acquisition lifecycle as a subject matter expert and agency authority in the planning processes, price and/or cost analysis, contract negotiation strategies, fiscal/financial policies, and post-award contract administrations.
  • Engage to resolve problems and integrate solution(s) into contract management activities. Provides technical advice to personnel, and briefs leadership as needed.
  • Provide input to policy development and implementation along with interpreting government acquisition policies. Manages contract file documentation, templates, checklists and standard procedures.

Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation dependent on the position for which selected, which may be designated at Top Secret, Secret, High Risk, Moderate Risk or Low Risk. Dependent on which position you are selected for you will be required to undergo and pass the appropriate Tier background investigation level. You must be granted this clearance before you can start the job.
  • Dependent on the security requirements of the position for which selected, the incumbent of this position MAY be subject to drug testing.
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.

The GS-13 salary range starts at $103,409 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must meet the basic qualification requirements in 1, 2, or 3 below:

1. All of a, b, and c below:

(a) Completion of Training/Certification: FAC-C (Professional)  or DoD Contracting Professional Certification. 

(b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
(c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.  

3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above.  Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.

In addition to the Basic Requirements listed above, you must have one year of experience equivalent to the GS-12 in the Federal service. Specialized experience is experience performing contracting actions for the acquisition of Information Technology (IT), Professional Services (PS) and/or Research and Development (R&D) requirements. Such experience may include assisting with the award and administration of various innovative acquisitions (e.g Small Business Innovative Research/Small Business Technology Transfer, Commercial Solutions Openings and/or equivalent special authorities). Experience must also include assisting with acquisition planning, developing solicitations, and executing post-award contract administration duties.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Knowledge of innovative acquisition procedures and policies (e.g., SBIR Policy Directive, CSO guides). Skill in managing a portfolio of innovative acquisitions that includes non-FAR based contracts, and foreseeing any potential issues or problems.
  • Mastery of procurement regulations, contracting principles, and innovative acquisition procedures for use by contract specialists related to the acquisition of governmentwide Information Technology (IT), Professional Services (PS) and/or Research and Development (R&D). Mastery knowledge in contracting and fiscal laws, policies, and regulations.
  • Skill in communicating with current and potential clients to rapidly develop an understanding of clients’ needs and the means to address them.
  • Mastery knowledge of acquisition processes governing policies to provide sound and authoritative technical guidance on all issues related to innovative acquisitions.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
