Summary

This position is eligible for up to 4 days telework per week and other flexible work arrangements.

This position is located in the Office of the Chief Financial Officer (OCFO), Financial Management Division (FMD), APMB. FMD is responsible for verifying, authorizing, and processing financial documents that represent payments of multi-million dollars annual payments to employees and the billing and collection of multi-millions of dollars in revenue from sources owing funds to FSIS.

Duties

Help
  • Identifies and tracks trends or shortcomings in programs and procedures and generates options for solutions, such as process or system improvements.
  • Recommends the developing and reporting of additional data or new reports.
  • Identifies shortcomings and issues, such as adverse trends or the need for upgrades to systems and processes and develops plans for corrective action.
  • Participates in the preparation of new and revised FSIS notices, bulletins, directives, all user notifications, and end of year guidance.
  • Reviews, modifies, and develops internal controls which require the study of regulations, laws, and policies to assess their impact on the methods and procedures used within OCFO.
  • Provides technical direction and guidance on the day-to-day operations and coordinates/participates in the year end closing activities that, affect the financial account statements.
  • Serves as project manager between multiple software/programming options, gather requirements, work with developers, conduct pilot testing, and train end users of new or revised systems ensuring an increase in quality to all OCFO stakeholders.

Qualifications

Applicants must meet all qualifications and eligibility requirements (including specialized experience and/or education) by the closing date of the announcement, as defined below:

Specialized Experience: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience at the GS-12 grade level or equivalent as listed below:

- Managed projects that deal with data analysis and data based analysis in financial systems
- Created reports to validate the accuracy of financial data
- Recommended how to correct information in financial systems
- Verified current processes, policies, and procedures are in line or correct with current regulation and law.
- Monitored access between multiple software programs used to complete my Agency or Company goals.
- Conducted testing on software to identify new software updates or updates to current software to ensure they operate within regulatory guidance.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for Veterans' Preference will receive selection priority over non-veterans. Only those highly rated by the subject matter experts will be referred to the selecting official.
