Help

  • Provide technical support, advice, guidance and assistance to other personnel throughout the Federal Acquisition Service, including IT Specialists, team leaders, supervisors and division management.
  • Provide expert IT technical solutions, advice, guidance, and recommendations to top management officials and other technical specialists on a wide range of IT issues, some of which are critical in nature and essential to the accomplishment of the client agency's mission.
  • Provide support and technical information in terms of assigned technology projects or state of the art product direction to IT Specialists who are involved in customers' requirements analysis and service delivery.
  • Act as the senior customer advocate/technical account manager to upper-level management contacts at client agencies to acquire a full understanding of mission critical IT needs, budget constraints, risk factors, business and political pressures, and performance requirements.
  • Analyze user agency technical requirements to determine the type of IT services and/or products that will address client concerns.
  • Resolves the most complex, and/or mission critical problems encountered with client IT systems, programs, and software/hardware specifications.
  • Develops and implements a client satisfaction measurement system utilizing the business and performance indicators which focus on cost, efficiency, and service.
  • Analyzes results to determine the adequacy of current contracts and the impact future technological advancement will have on the ability for FAS to provide quality support services.

The GS-13 salary range will be determined based upon Duty Location after selection.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Also, you must have IT-related experience demonstrating EACH of the four competencies as described below:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant reviews reports, documents, records, data, or other materials to verify completeness, correctness, consistency, compliance, or authenticity.
  • Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant discusses results, problems, plans, suggestions, terms, or conditions with others.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant designs or conducts analytical studies, cost-benefit analyses, or other research.

SPECIALIZED EXPERIENCE REQUIREMENTS:Specialized experience is experience in researching and evaluating the technical and economical feasibility of current and emerging Information Technology systems, products, and services in order to:

  • establishing and maintaining customer engagement and relationships;
  • make recommendations for acquisition strategies to meet the IT business and operational requirements of client agencies;
  • make recommendations regarding IT requirements and technology solutions for an agency or organization;
  • collect, manipulate, analyze and present research from multiple sources to determine appropriate IT product offerings and services and strategies.

Mastery of and skill in applying: the interrelationships of multiple IT specialties (such as data management, network services, systems analysis, systems integration, systems administration, applications software/hardware, customer support and/or security); the agency's and customers' IT systems, design and architecture; new IT developments and applications, and emerging technologies and their applications to business processes to ensure the integration of IT services and to develop solutions to interoperability and compatibility issues.

Mastery of multiple IT specialties, concepts, standards and methods and project management principles, methods and practices to address and manage a diverse array of IT issues and to plan, direct, and effectively manage multiple complex IT projects concurrently.

Mastery of and skill in applying business process engineering concepts and methods to lead or conduct complex studies to identify potential improvements in the way IT is applied to key business functions.

Mastery of and skill in applying IT systems management methods, including design-to-support performance monitoring; network architecture, topology and protocols of the Agency and customer organizations to plan, design, develop, manage and enhance highly efficient IT systems that respond to customer business requirements.

Mastery of the mission, business and technical requirements of customer organizations and new and innovative customer support methods and technologies to resolve problems and evaluate new methods of enhancing customer satisfaction.

Knowledge of types of contracts (blanket purchase agreements, multiple award contracts, etc...), and Agency and Federal acquisition and procurement management policies, procedures and regulations to provide technical advice and develop technical specifications in support of the contracting officers, evaluate contractor proposals and monitor contractor performance.

Ability to address both technical and non-technical personnel on technology issues and to give oral marketing presentations on the IT program.

Mastery of written communication techniques sufficient to prepare and present briefings/reports and/or lead projects of significant importance to senior management officials.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3). You should list any relevant performance appraisals and incentive awards in your resume so that information will be taken into consideration during the selection process.  If selected, you may be required to provide supporting documentation.
