This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.


As a IT PROGRAM MANAGER (POLICY AND PLANNING) at the GS-2210-13 some of your typical work assignments may include:

  • Participates in the preparation of new system requirements or modifications to existing requirements, preparation and/or analysis of functional system change request and the development of functional requirements from a technical perspective, including changes to the current or future system. Reviews systems change requests submitted by DoD users, Services, and agencies, as well as other non -DoD agencies. Recommends acceptance, revision, or rejection. Reviews the DoD strategic plans, proposals, and requirements from the Components for further risk analysis, enhancement, and modification of DCHRMS. Reviews Component plans and makes recommendation for improvement and adjusts the plans and activities to coordinate these various plans.
  • Plans and establishes long-range (more than 5 year) IT program goals, objectives, and measurement criteria.
  • Evaluates and makes recommendations concerning overall plans and proposals for component programs and projects impacting the accomplishment of DoD strategic directives, including new interpretations and recommendations for additional policies and interpretive guidance.
  • Applies IT principles, concepts, methods, standards, and practices in the planning and delivery of services and providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical DMDC Portfolio issues.
  • Conducts work groups with representatives of the DoD civilian HR community for the purpose of the designing a broad range of future human resource management information systems.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:

  • Applying IT principles, concepts, methods, standards, and practices in the planning and delivery of services and providing expert technical advice, guidance, and recommendations to management and other technical specialists;
  • Evaluating test and evaluation techniques as it relates to large -scale software deployments and system development life-cycles;
  • Communicating program status, risks and issues to leadership; and
  • Performing problem-solving tasks with customers and clients in the delivery of quality IT products and services.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.


In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210, series as listed below: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

  2.   3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Substitution of education may not be used in lieu of specialized experience for this grade level.
