Summary

This position is located in the Department of Homeland Security (DHS), Office of the Chief Financial Officer (OCFO). The primary purpose of this position is to serve as an analyst and/or advisor to management on a variety of program activities. Those may include, but not limited to budget methodology and control; statistical research; management techniques organizational structure; and planning and control systems.

Non-BU: This is a non-bargaining unit position.

As a PROGRAM ANALYST (RESOURCES), GS-0343-12/13, your typical work assignments may include:

  • Providing advice and guidance information of a factual nature regarding well-precedented issues.

  • Coordinating and/or administering all phases of assigned contracts from inception to completion including analyzing program requirements.

Qualifications

GS-12: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as: 1) Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; 2) Utilizing skills in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; 3) Resolving major issues to set program goals and objectives, work processes, and administrative operations of the organization; and 4) Serving as a technical liaison between the contractor and the contracting officer and is responsible for ensuring satisfactory performance and timely delivery as set forth in the contract.

Substitution of education in lieu of specialized experience may not be used for this grade level.

GS-13: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: 1) Serving as an advisor and expert analyst to management, in assessment and improvement of program effectiveness or the improvement of complex process and systems; 2) Planning, implementing, and providing long-range analysis on assigned programs to support leadership decision-making on resources issues; 3) Planning and conducting experimental analyses that result in new design guidelines and have a profound effect on program or mission capabilities and/or operating procedures; and 4) Participating in in the development of policies, procedures, standards, and methods for collecting, processing, analyzing, summarizing, and presenting statistical, financial, cost, and/or performance data needed for program analysis and decision making.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
