Summary

This position serves as the Chief of Operations in General Services Administration's (GSA), Office of Government-wide Policy (OGP), for the Deputy Associate Administrator of the Office of Asset and Transportation Management (MA).

Location of position:  This is a REMOTE position within General Services Administration. Duty location will be determined following selection.

  • Provide broad authoritative advice, guidance and direction for formulating, analyzing and identifying work procedures and related operational requirements for effectively and efficiently implementing short-and long-range program objectives affecting both staff performance and the performance of programs, projects or objectives.
  • Determine goals and objectives that need additional emphasis; determines the best approach or solution for resolving budget shortages; and plans for long-range staffing needs, including such matters as whether to contract out work.
  • Oversee the development of authoritative papers and reports, reviews for technical feasibility and Adherence with the program's objectives and ensures proper coordination of appropriate programs/offices and to avoid inconsistent statements of program objectives and priorities.
  • Identify, leads and participates in high-level, regional, national and/or international special projects, working groups, panels, etc. that frequently focuses on unprecedented problems, policy making, and shaping the future direction of agency programs.
  • Apply a wide range of qualitative and/or quantitative methods to assess and improve program effectiveness and/or complex management processes, projects and systems.
  • Interview applicants for positions directly supervised; makes selections, or recommends selections for appointment, promotion or reassignment. Hears and resolves group grievances and serious employee complaints. Effects minor disciplinary measures and recommends action in the more serious cases. Approves annual and sick leave requests and timesheets.
  • Coordinate and collaborate with high level stakeholders, internal and external to the organization, and facilitates high level administrative functions.

Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one-year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
  • Serve a one year supervisory or managerial probationary period, if required.

The GS-15 salary range starts at $143736.00 per year. The salary shown in this announcement includes Locality Pay. The Locality Pay will be determined once the selectee's duty location has been established. 

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience is defined as experience applying advanced leadership and management techniques to plan, execute and make final decisions related to organizational design, change, and development and a variety of projects; and making policy recommendations regarding administrative, cultural, and programmatic issues.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Knowledge of a wide variety of laws, regulations, policies, and precedents applicable to the administration of complex management programs and systems.
  • Skill in applying policy and planning concepts and practices; interrelationships of multiple IT disciplines; performance management and measurement methods and tools; and program management methods.
  • Knowledge of advanced qualitative and quantitative analytical techniques to oversee wide-ranging program management functions.
  • Ability to direct and coordinate a wide variety of activities being accomplished concurrently.
  • Skill in oral written communications to prepare, present, explain, and direct complex and/or highly technical information.
  • Ability to effectively communicate with senior management within and outside the government, and the capability to interrelate, analyze and evaluate divergent positions and conflicting authorities.
