Duties

Help

  • Serve as a Senior Contract Specialist for major acquisitions supporting the GSA Central Office business portfolio that includes, but not limited to, supplies, IT, telecommunications, professional and administrative services programs that are often characterized by large funding levels.
  • Perform pre-award and post-award functions that involve highly specialized procurements for supplies and services of significant importance to the agency.
  • Assist program managers in the preparation of statements of work.  
  • Issue necessary amendments to the statement of work to clarify questions concerning such topics as a change in requirements, language ambiguities or clarification of contract clauses. 
  • Perform contract administration activities, including developing contract modifications, negotiating changes, exercising contract options, investigating and resolving any contract delays, monitoring contractor performance, negotiating and settling claims and disputes and terminating contracts for the convenience of the Government or for default by the contractor.
  • Review completed contract files to determine that all contractual actions are satisfied, that there are no pending administrative or legal actions to be resolved, that all file documents are signed, and that the contract documentation is complete.

  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 4 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-13 salary range starts at $88,520.00 per year.  Locality pay will be determined upon selection

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is: experience performing the full range of pre-award and/or post-award procurement activities for office supplies, Information Technology (IT), telecommunications, professional and administrative services. Utilizing various types of contracts such as fixed price, various cost types, performance based and multiple award schedules and Indefinite Delivery Indefinite Quantity (IDIQ) contracts. Participating in negotiation strategies, and price/cost analysis or cost realism analysis.

You must meet the requirements in 1, 2, or 3 below:

1. All of a, b, and c below:

(a) Completion of Training/Certification: FAC-C (Professional)  or DoD Contracting Professional Certification.
(b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
(c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.  

3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above.  Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered. 

  • Knowledge of the Federal Acquisition Regulations, the acquisition manual, contract law, and agency and regional policies.
  • Knowledge of the principles of acquisition planning sufficient to develop and implement a plan to procure multiyear contracts.
  • Skill in negotiation techniques to conduct contract negotiations and meet and deal with high-level Industry and Government Officials.
  • Knowledge of contract administration principles, policies and regulations sufficient to administer and close out contracts.
  • Knowledge of contract types, methods of contracting and techniques, including cost and incentive contracting, cost sharing arrangements, processing of unsolicited proposals, multiple awards and special provisions relating to proprietary rights and rights in data.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3). You should list any relevant performance appraisals and incentive awards in your resume so that information will be taken into consideration during the selection process.  If selected, you may be required to provide supporting documentation.
