Help

  • Problem Resolution: Processes and resolves complex, sensitive and/or controversial business and financial management problems Gathers information from a variety of tools, applications and methodologies to prepare it for analysis, and then develop and run queries on the data. Takes raw data and transforms it into meaningful and useful information for business analysis, creating reports, dashboards or other data tools to showcase the analytical findings for decision-makers. 
  • Business Analysis: Collects and analyzes information from a variety of tools, applications and methodologies, prepares it for analysis, and develops and runs queries on the data. Takes raw data and transforms it into meaningful and useful information for business analysis, creating reports, dashboards or other data tools to showcase the analytical findings for decision-makers. Studies and business analyses may result in new policies, approaches or business decisions that are used across FAS.
  • Program Improvement Solutions: Provides expert technical advice, guidance, and solutions to the more challenging business related problems that arise. Guides the analysis of unique problems and makes decisions on courses of action necessary to bring all elements into proper perspective.

  • Determines what type of customer data is of strategic value to FAS. Researches, extracts and analyzes strategic customer data from robust and diverse information sources and other applications to develop a comprehensive profile of the customer spend.

  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-13 salary range starts at $103,409.00 per year. 

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 Level or higher in the Federal service. 

Specialized experience is researching and analyzing a variety of data involving an organization's mission, services, and/or products and recommending improvements to business processes that will meet current and future customer requirements.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Mastery knowledge of business intelligence platforms in order to make recommendations and to provide broad authoritative advice and guidance to customers and stakeholders with various requirements. Expert knowledge of federal financial rules regulations and guidelines in order to provide authoritative advice and guidance on complex, sensitive, and/or controversial management problems.
  • Expert knowledge of complex data analytics and management needs to provide broad technical assistance and strategic inputs on the analysis and use of this methodology for business, financial, procurement and/or market data and to create and/or implement new programs and services. Expert knowledge of qualitative and quantitative methods, principles and theories to conduct information gathering, research and broad analysis that allow management to make long-range and/or strategic business decisions, solve key business problems, and improve organizational and/or operating effectiveness and facilitate the ongoing accomplishment of program goals and objectives. Expert skill in reviewing and interpreting business intelligence studies in order to make innovative and sound business recommendations and to implement processes and procedures and to prepare complex reports, dashboards or other narrative or visual tools to deliver findings most effectively for customer needs.
  • Skill in communicating, negotiating, and expressing technical concepts and ideas, orally and in writing with persons with various backgrounds and viewpoints. Ability to write clearly, logically and succinctly in order to present high level briefings and information. Skill in making formal presentations to present findings, negotiate issues and to provide broad overviews and recommendations to diverse audiences.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
