Summary

As an Industrial Operations Analyst, you will provide overall contract management support and perform a variety of technical, administrative, and programmatic analyses of industrial processes and quality assurance activities.

Location of Position: Federal Acquisition Services (FAS), Office of General Supplies and Services Categories (GSS), Supplier Assessment Branch. The duty location will be determined upon selection.

Duties

Help

The Office of General Supplies and Services (GSS) is responsible for acquisition services and comprehensive supply chain management, including excess/surplus federal property.

You will be responsible for the following duties, including but not limited to:

  • Assesses, reviews, analyzes, and monitors contractor performance via onsite/Remote evaluation of contractor systems, processes, procedures, products, and records.
  • Independently manages contractual compliance issues. Identifies, investigates, reconciles and effectively resolves actual and potential contract discrepancies and violations.
  • Supports Business Process Improvements and Organizational Accountability.
  • Develops effective working relationships with customers and maintains these relationships throughout projects, providing technical expertise, market research, and related quality and industrial support, keeping customers advised of problems, solutions and developments on projects as they progress.

  • Current or Former Political Appointees The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Noncareer SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Have a valid driver's license
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.

Specialized experience is industrial operations and/or quality assurance experience in performing or assisting in audit planning and preparation, execution, writing, and reporting; performing complex qualitative and quantitative analyses in assessing contractor processes, systems, and progress; and evaluation of data in a quality control management information system. This experience must demonstrate knowledge and application of the policies and principles of industrial operations, quality assurance, engineering, and contract administration as well as the ability to effectively communicate orally and in writing.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities. Your responses to these questions must be supported by your resume or your score may be lowered.

  • Knowledge of contracting, industrial operations and quality assurance operations, requirements and processes to define problems, analyze alternatives, design and implement solutions and adapt equipment or techniques to resolve a diverse and complex range of quality assurance and engineering problems.
  • Knowledge of qualitative and quantitative techniques required to assess and monitor contractor processes and systems and to analyze the effectiveness and efficiency of established contract management procedures and requirements in resolving quality assurance, financial integrity and contractual compliance issues.
  • Skill in fact-finding and research methods and problem resolution skills required to gather technical and program data relating to compliance with quality assurance requirements and verification/documentation requirements.
  • Skill in oral, written and graphic communication required to provide technical guidance associates and contractors, suppliers and manufacturers, and to effectively and professionally communicate via a variety of venues such as customer meetings, presentations, etc.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
