Summary

As a Client Management and Business Systems Program Manager, you will serve as the primary point of contact and client advocate for  major client agencies or client agency segments in the Region.

Location of position: Public Buildings Service (PBS), Portfolio Management and Customer Engagement Atlanta, GA, or any Region 4 Field Office location (TN, KY, GA, FL, AL, MS, NC, SC).

Help

This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home). Positions include routine telework that are geographically specific to: Atlanta, GA, or any Region 4 Field Office location (TN, KY, GA, FL, AL, MS, NC, SC). The duty station will be determined upon selection and will be located within the geographic area described. The incumbent will be expected to report to a GSA facility 2x per pay period.

As a Client Management and Business Systems Program Manager, the incumbent will perform the following duties:

  • Provides executive-level oversight and an escalation point for all PBS services delivered to the client agency throughout the region, including planning, project delivery, building operations and business analysis. 
  • Maximizes and strengthens customer relationships by understanding customer expectations, and perceptions? integrates customer initiatives into the regional PBS operations; and recommends changes to existing procedures and processes that will enhance customer service. 
  • Serves as the first level supervisor of a team focused on client programs, planning and business analysis to allow GSA to continue to strive to meet and exceed client expectations.
  • As supervisor, sets objectives for the team. Determines the most efficient and economical manner by which to accomplish assigned workload, establishes priorities, and provides positive direction to subordinates on goal attainment and methodology to meet the goals and objectives of Agency and the client agencies.

This position has job functions that must be executed within a specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee's home) within the specified geographic area. If you are selected for this position you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency's telework policy.

If selected, you must meet the following conditions:

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
  • Serve a one year supervisory or managerial probationary period, if required
  • Have a valid driver's license

The GS-14 salary range starts at $122,198 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience managing a customer account management program which includes developing, planning, executing and managing complex customer service strategies and solutions for clients as it relates to workspace solutions and real property. This experience must include leading others to analyze and assess client data and needs in order to develop and implement workspace strategies; establishing and maintaining client relationships in consideration of conflicting customer requirements; conducting formal public speaking and presentations to convey complex information to audiences with divergent expectations or objectives; and problem solving complex client concerns and issues related to workspace solutions.

  • Planning, coordination and broad business support provided to ensure client real property and workplace solutions needs are met.
  • Plans work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work.
  • Evaluates work performance of subordinates; gives advice, counsel, or instruction to employees on both work and administrative matters.
  • Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager.
  • Develops performance standards, and ensures the maintenance of safe working conditions.
