We are looking for motivated GS-0343-09/11/12 Management Analysts to help drive the NIH mission. This announcement will be used to fill positions in several institutes and centers throughout the NIH.

Duties

Help

  • Employ advanced qualitative and quantitative techniques to analyze, evaluate, and/or improve the efficiency of internal administrative operations, organizations, or management.
  • Develop, coordinate, and implement performance measures to evaluate organizational productivity.
  • Establish study methods and techniques to be utilized in complex studies and audits.
  • Develop recommendations including work method and procedural changes, systems variations, and acceptance of new technology developments.
  • Recommend strategies to improve program implementation and evaluations.
  • Analyze and evaluate the effectiveness of complex administrative operations. Develop modifications, revisions, and implement procedures to improve effectiveness and efficiency.
The incumbent is under closer supervision and receives more detailed instructions at the GS-09 and GS-11 levels. As the incumbent progresses, the amount of supervision will gradually be reduced. This position has a full performance level of GS-13.

Qualifications

To qualify for a Management Analyst, GS-0343 position at the GS-09 level, you must have:

A. completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. Education must be related to the position to be qualifying;

OR

B. 1 year of specialized experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: identifying processes and procedures affecting the efficiency of administrative and workflow processes; manage logistical aspects of analytical studies related to administrative procedures and organizational productivity; drafting recommendations and implementation plans from study findings; and, developing ad-hoc workflow analysis and operational reports;

OR

C. a combination of post baccalaureate education related to the position and experience that meets 100% of the qualification requirements for this position.

To qualify for a Management Analyst, GS-0343 position at the GS-11 level, you must have:

A. completed a Ph.D. or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. Education must be related to the position to be qualifying;

OR

B. 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Conducting studies involving work processes and administrative procedures which are clerical and routine; analyzing studying findings to identify issues, risks, and concerns in processes or procedures; creating ad-hoc tabular reports on findings from quantitative (e.g., surveys, cost-benefit analyses, feasibility studies) assessment methods used studies; and developing management operations reports and arranging and conducting conferences/meetings with appropriate management personnel;

OR

C. a combination of post baccalaureate education related to the position and experience that meets 100% of the qualification requirements for this position.

To qualify for a Management Analyst position at the GS-0343-12 level, you must have:

1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: conducting studies to evaluate the effectiveness of policies and procedures related to the management and administration of information management systems, human capital planning and financial and budgeting operations; writing administrative standard operating procedures; conducting analyses of administrative and management operations functions and work processes including examination of deviations from standards; conducting analyses of administrative and management operations functions and work processes including areas such as systems, manpower utilization, productivity management, workflow, and paperwork management; and developing findings and conclusions regarding management operations.

You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
