Summary

Duties

Help

As an Equipment Specialist, you will provide nationwide support to customers and other fleet personnel through a national maintenance control system that handles repair problems for regional government-owned vehicles. You will coordinate vehicle maintenance and repairs serving all GSA Fleet customers through a national maintenance control system. 

  • You will provide nationwide support to customers and other Fleet personnel, through a national maintenance control system that serves as a nationwide electronic link for all GSA Fleet customers.
  • You will coordinate vehicle repairs, including major mechanical repairs, and determine the nature of the repair, costs associated with or projected for the repair, cost replacements for parts.
  • You will collect and analyze data compiled from computer generated reports to track trends pertaining to performance differences among regions.
  • You will ensure repair estimates from GSA contractors are in accordance with contract requirements and industry standards.

The Quality Ranking Factor for this position is the ability to acquire and maintain Fleet Warrant Program certification, which includes formal training, experience and 12 semester hours of college credit.

CONDITIONS OF EMPLOYMENT This position requires the ability to acquire and maintain Fleet Warrant Program Certification, which includes formal training, experience and 12 semester hours of college credit.

The GS-09 salary range starts at $59966.00 per year, if you meet the following qualifications. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. To qualify, you must have one year of specialized experience equivalent to federal sector GS-07 level. 

Specialized experience is experience gained in the automotive field. This could have been gained working as a skilled auto mechanic, auto repair part sales, service/tech writer or in other automotive fields. Specialized experience equivalent to the GS-7 level in the Federal service must have involved performing the following types of duties: guiding in the process of securing cost effective vehicle repairs; insuring compliance of contract agreements with contractors for repair services & supplies; evaluating & advising management on customers' complaints about vehicle & vendor performance; determining fairness of repair estimates. OR

Have a master's or equivalent degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or JD, in a field related to this position. OR
Possess a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.

The GS-11 salary range starts at $72,553.00 per year, if you meet the following qualifications. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. To qualify, you must have one year of specialized experience equivalent to federal sector GS-09 level. 

Specialized experience is experience gained in the automotive field. This could have been gained working as a skilled auto mechanic, auto repair part sales, service/tech writer or in other automotive fields.

Specialized experience equivalent to the GS-9 level in the Federal service must have involved performing the following types of duties: performing complex analytical work involving gathering information, identifying and analyzing issues, and developing recommendations to resolve substantive problems of a large fleet maintenance center. OR

Have a Ph.D. or equivalent doctoral degree or have successfully completed 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., in a field related to this position. OR
Possess a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.

Examples of qualifying specialized experience for the GS-9 and GS-11 include:

    • Working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment.
    • Reviewing and applying technical specifications and requirements.
    • Analyzing equipment and forecasting spare parts requirements.
    • Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders
    • Analyzing contract specifications and examining pertinent equipment to determine if specifications are met.
    • Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement.

Bargaining Unit status:  eligible but not included

  2. Ability to read and interpret published technical instructions, service orders, service bulletins repair manuals, labor rates and time guides and parts manuals to ascertain required repairs to be performed and to evaluate completed repairs.
  3. Knowledge of vehicles (automotive equipment) required to evaluate and resolve maintenance issues, and to assess the accuracy and adequacy of repairs made to commercial vehicles
  4. Ability to effectively communicate Orally and written to deal effectively with internal personnel, other regional and agency personnel, customer agencies, private sector representatives and other local and State government representatives, in a variety of situations
  5. Ability to complete all certification and training and related administrative requirements
