Summary

As an Assisted Acquisition Project Manager, you will perform highly complex technical work and in-depth analysis in the acquisition of products and services.

Location of position: The official duty station will be determined upon selection within the specified geographic area of: Georgia, Texas, Oklahoma, Florida, Illinois, DC, Virginia, California, Colorado, Alabama, Ohio, Arizona, or Maryland.

Help

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. If you are selected for this position you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

Duties include, but are not limited to:

  • Responsible for the management of the account/project and administers directly or ensures adequate administration occurs providing the customer with a high-level of quality support.
  • Acts upon worldwide customer agency requests for the acquisition and procurement of Information Technology and Professional products and services and the development and design of comprehensive, integrated system solutions, primarily involving military and civilian agencies.
  • Develops the integrated solution and supporting documentation in support of IT hardware/software products and services along with other professional services task order or contract requirements.
  • Coordinates customer requirements through contracting or task order process.
  • Prepares or assists in finalizing customer statements of work, performance work statements or statements of objectives, evaluates proposals, prepares negotiation objectives and supports the Contracting Officer in negotiations with vendors.
  • Coordinates with Contracting Officer and assists in preparing acquisition and procurement documentation.

  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 5 investigation level).  
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
  • Any applicant tentatively selected for this position may be required to submit to urinalysis to screen for illegal drug use prior to appointment. 
  • Incumbent is required to obtain and maintain a level 3 FAC-COR certification.

The GS-13 salary range starts at $103,409.00 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. 

Specialized experience is defined as demonstrated expertise in Federal acquisition and project management that included responsibility for managing projects and serving as a technical authority in the information technology, Federal Acquisition Regulations, and/or professional services areas. Such experience must include: identifying customer agency requirements; providing technical advice; acquisition planning, preparing statements of work; determining type of contracts to use; acquiring support services; and managing subsequent contracts/task orders.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Mastery knowledge of the capabilities, uses, and integrated requirements of information technology and professional services products and services to conduct general business operations. Serves as the point of contact for customers on professional service offerings and information technology solutions and telephone networks.
  • Possesses a broad knowledge of acquisition, procurement and project management principles utilized by customer agencies to conduct general business operations.
  • Knowledge of customer business, financial platforms and procedures, and operating requirements, coupled with technology capabilities, and ability.
    Ability to determine customer agency network service and integrated information technology needs and ability to develop unique technical packages to meet the needs of a variety of customers.
  • Fundamental knowledge of acquisition procurement regulations, acquisition terminology, acquisition planning and contract administration procedures and practices; agency regulations, and the missions/functions of other Federal agencies in order to negotiate effectively with vendors and user agency representatives on sensitive issues.
  • Knowledge of agency operating procedures, interagency agreements and methods used in developing agreements with other Federal agencies in order to meet the requirements of Title 31.
  • Knowledge of analytical methods, principles and techniques required to receive, analyze and resolve customer requests and problems.
  • Effective oral and written communication skills to accurately and concisely translate a variety of requirements or specifications and perform relevant and persuasive briefings to audiences that can include technical specialists and high-level officials with diverse needs.
