Help

As a Human Resources Specialist, you will perform the following duties:

  • Participate in recruitment conversations with hiring managers. Research a variety of commonly used hiring authorities in both the competitive and excepted service in order to devise a recruitment strategy.
  • Draft job analyses and identify and/or draft applicant assessment questions for review/input from higher-graded specialists. With input from hiring manager, use weight calculator to assign weights to assessment questions and responses.
  • Draft vacancy announcements for approval by higher-graded specialists. Review applicant resumes and supporting documentation for completeness, eligibility, and possession of required qualifications. Issue referrals in accordance with applicable guidelines; respond to applicant inquiries concerning application procedures and qualification/eligibility determinations.
  • As part of the post-selection process, extend job offers and work with higher-graded specialists to set pay and advise on use of any special pay incentives. Draft job offer letters using established templates; initiate the background investigation and onboarding process; code new hire Requests for Personnel Actions (RPAs) for processing. May assist in preparing, scheduling, and/or conducting New Employee Orientation (NEO).

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-07 salary range starts at $49,025 per year. Locality pay will be determined upon selection.  

SPECIALIZED EXPERIENCE

You must have at least one year of specialized experience equivalent to the GS-05 level in the Federal service. Specialized experience is experience with entry-level human resources assignments that include analyzing problems to identify significant factors; researching and gathering pertinent data, and recognizing solutions; planning and organizing work; and communicating factual and procedural information clearly, verbally and in writing. OR Education: One full year of graduate level education or Superior Academic Achievement (SAA). OR Combination of Education & Specialized Experience: A combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.

Superior Academic Achievement (SAA) at the baccalaureate level is fully qualifying at the GS-07 level. To claim SAA, submit documentation of one of the following:

1. Class standing -- You must be in the upper third of your graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.

2. Grade-point average (rounded to one decimal point) of:

    1. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of your curriculum; or
    2. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in your major field or the required courses in your major field completed during your final 2 years of the curriculum.

3. Election to membership in a national scholastic honor society in one of the national scholastic honor societies listed by the Association of College Honor Societies.

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.

  1. Ability to research and advise on procedural and regulatory requirements commonly used in the recruitment and placement process.
  2. Ability to communicate in writing in order to clearly communicate technical information to audiences with varying levels of technical expertise.
  3. Knowledge of, and skill in applying HR methods, principles, and practices commonly used in the recruitment and placement process.
  4. Ability to communicate orally in order to clearly communicate factual and procedural information, and to perform management advisory services of limited scope/complexity.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3). You should list any relevant performance appraisals and incentive awards in your resume so that information will be taken into consideration during the selection process.  If selected, you may be required to provide supporting documentation.
