As a Contract Specialist, you will be responsible for the full range of well-defined and well precedented pre-award & post-award contracting functions. 

Location: Federal Acquisition Service, Supply Chain Management Contracting Division. This position is remote.  Location will be determined once a selection is made.

Duties

Help

You will be responsible for the following duties, including but not limited to:

  • Performing procurement planning tasks, including researching market conditions and identifying within assigned programs the sub-systems, components, supplies and services to be acquired by the contract.
  • Evaluating technical submissions, bids, or offers for responsiveness to the solicitation. 
  • Performing the full range of post-award functions. 
  • Assisting higher graded Contract Specialists in negotiating modifications, determining contract cost changes, price adjustments, progress, partial and final payments. 
  • Assisting higher graded Contract Specialist in executing modifications and supplemental agreements. 
  • Closing out contracts.

  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 4 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • The incumbent of this position may be required to obtain and maintain a warrant; as required the incumbent ensures that all required training and FAC-C certifications are current, keeping apprised of changes to procurement regulations and policies.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.

The GS-09 salary range starts at $59,966 per year.  Locality pay will be determined once the selectee's duty location has been established. To view current locality rates, visit – 2024 Pay Tables

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must meet the following: Basic requirements for GS-5 through GS-12: A 4-year course of study leading to a bachelor's degree with a major in any field; or at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. 

In addition to meeting the basic requirements, you must have at least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service. Specialized experience is defined as experience performing recurring and developmental contracting assignments to procure supplies and/or services. Procurement of these supplies and/or services at this level include:

  • Determining appropriate contracting methods and contract type;
  • Performing work related to the pre-award and/or post-award process;
  • Preparing solicitation documentation and drafting the final contract;
  • Evaluating vendor offers for responsiveness;
  • Identifying excessive or underestimated prices and negotiates prices;
  • Responding to and resolving common acquisition issues.

OR

Education may be substituted for specialized experience:  Have a master's (or equivalent graduate degree such as LL.B. or J.D. as specified in qualification standards or individual occupational requirements), or 2 academic years of progressively higher-level graduate education.  

Graduate Education. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR

Have a combination of graduate education and specialized experience that when combined together meet the qualification requirements of this position.

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.

  • Knowledge of commonly used contract types, laws, regulations, principles, and methods of contracting to acquire and administer contracts for a wide range of services, supplies and equipment.
  • Knowledge of cost and price analysis and cost accounting standards sufficient to perform the full range of strategic, analytical, and technical procurement assignments.
  • Knowledge of common source selection procedures as well as procurement integrity and ethics requirements. 
  • Knowledge of post-award procedures to administer contracts for a wide range of services, supplies and equipment.
  • Skill in contract negotiation techniques sufficient to negotiate prices, terms and conditions, contract modifications and settlements on less complex contracting actions.
  • Skill in both written and oral communication to keep GSA management, customers, and contractors apprised of procurement issues.
  • Knowledge of business practices sufficient to identify sources, recent developments and trends, economic factors affecting procurements and anticipated requirements of Federal agencies; to analyze cost and pricing data and contract proposals; and to evaluate the offers for responsibility.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3). You should list any relevant performance appraisals and incentive awards in your resume so that information will be taken into consideration during the selection process.  If selected, you may be required to provide supporting documentation.
