Positions include routine telework and remote work arrangements that are geographically specific to anywhere in AL, TX, VA, CA, GA, OH, CO, NJ, NY, MO.

  • Performs pre-award and post-award functions involving highly specialized procurements of significant importance to the agency. Requirements typically involve systems or programs, specialized equipment or systems; state-of-the-art information technology products, equipment, and/or services impacting customers throughout the nation and/or world; or similarly complex commodities and/or services integral to national defense or security.  Performs procurement planning. Develops procurement objectives in terms of competition and price range and constructs the contractual vehicle , plans a comprehensive negotiation strategy, and leads negotiations with contractors to develop contract prices and terms. Prepares and maintains current acquisition plans, appropriate milestone charts, and related schedules.
  • Performs contract administration, including incremental funding, preparation of rate and cost adjustments, redirection of effort, coordination of time extensions, incorporation of change orders, issuance of stop work orders, issuance of cure notices or show cause letters, monitoring of Government property reporting, approval of progress payments, final payment and contract close out. Terminates contracts for the convenience of the Government or default by the contractor.
  • Serves as an advisor to program officials in procurement planning meetings, identifying the procurement objectives and methodologies to be used and assists in the preparation of statements of work. Prepares determinations and findings and solicitation documents. Performs detailed analyses of all elements of cost in contractor proposals and makes competitive range determinations. Conducts pre-proposal conferences with prospective contractors to arrive at a clear understanding of what is required under the proposed contract. Obtains appropriate data from business and technical officials. Issues necessary modifications to clarify questions concerning such topics as specification changes, language ambiguities or clarification of contract clauses. As required by the lack of meaningful cost and price information, incumbent explores new or innovative contracting approaches to arrive at an equitable contractual arrangement. 
  • Operates as a senior acquisition executive for the GSA service and in this role is responsible for the analysis and evaluation of contracting policies and practices, and the initiation, development and recommendation of contracting policies, procedures and guidance impacting a large number of contract specialists and contracting organizations. Participates on a variety of nationwide procurement teams, studies or projects to raise issues of significance; articulate positions and resolve problems or improve the procurement process nationwide.

  • Serve a one year probationary period, if required.
  • Some positions may require you to obtain and maintain a Warrant.
  • The incumbent of this position may be subject to drug testing.
  • Position security requirements are dependent on the position for which selected, and may be designated at Top Secret, Secret, High Risk, Moderate Risk or Low Risk. Dependent on which position you are selected for you will be required to undergo and pass the appropriate Tier background investigation level. You must be granted this clearance before you can start the job.
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-13 salary range starts at $103,409 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

You must meet the requirements in 1, 2, or 3 below:

1. All of a, b, and c below:

(a) Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification. 

(b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
(c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.  

3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above.  Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.

Specialized experience is one year of experience equivalent to the GS-12 in the Federal service. Specialized experience is s defined as progressively responsible experience performing complex (high-risk and restricted/limited market competitions) contracting assignments using the full range of pre-award and post-ward contracting methods, contract vehicles and types. Procurement experience in the acquisition of supplies and/or services at this level includes: Determining the method of procurement and the contract type (such as, but not limited to firm fixed price contracts, various cost type contracts, time and materials contracts, IDIQ/requirements contracts, performance based acquisitions, GWAC contracts, MAC contracts and multiple award schedules) for the acquisition of non-personal and professional services, IT related equipment, and other commodities/equipment; Preparing determinations and findings and solicitation documents; Performing detailed analysis of all elements of costs in contractor proposals, and making competitive range determinations; Planning the negotiation strategy, coordinating strategy with negotiating team, and leading negotiations; Developing pre-negotiation positions, determining negotiation strategies, and preparing justifications; Preparing initial agency position on protests and recommending a decision on claims arising under a contract; Responding to and resolving acquisition questions/issues that require research to provide recommendations/responses; Analyzing complex contracting issues and identifying alternative courses of action; Awarding contracts above the Simplified Acquisition Threshold.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities. Your responses to these questions must be supported by your resume or your score may be lowered.

  • Expert knowledge of and ability to interpret laws, regulations, principles and policies to generate new procurement concepts and to recommend to top management approval of procurements for the largest, newest and/or critical state of the art systems, equipment and services. Expert knowledge of cost and price evaluation techniques to conduct detailed financial assessments of technical data involving state of the art information technology, or security systems and high dollar value procurements

  • Mastery and knowledge of contract administration sufficient to administer a group of complex and sensitive acquisition actions, service contracts requiring economic price adjustment provisions, and termination procedures sufficient to analyze termination settlements.

  • Mastery of the principles and Federal and Agency procurement of acquisition planning sufficient to develop and implement a plan to procure contracts for highly technical equipment, systems and services. Skill in negotiation techniques to serve as lead negotiator in conducting negotiations in both the acquisition and the post award functions of the contract involving contract changes and modifications; and to meet and deal with high level business, industry, and/or Government officials.
    Knowledge of contract administration and termination techniques.

  • Mastery of Federal and Agency procurement objectives, policies, manuals and regulations, applicable to the acquisition and contract administration of a wide range of highly technical, complex equipment, systems and services. Knowledge of contract types, methods of contracting and techniques which may include cost and incentive contracting, award fee, cost sharing arrangements, processing of unsolicited proposals, multiple awards, special provisions relating to proprietary rights and rights in data. Skill in negotiation techniques to conduct contract negotiations and to meet and deal with high-level business, industry, scientific and/or Government officials.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
