To focus on managing federal materials which document the organization, functions, policies, decisions, procedures, operations and other activities of GSA for the Enterprise Data and Privacy Management (IE) division.

Duties at the GS-14

  • Responsible for development, management, control, coordination, and execution of assigned data science requirements with technical expertise across the data life cycle (e.g., data collection, ingestion, storage, modeling, access, integration, analysis, and decision support). 
  • Conducts transactional and operational data analyses using software and/or programming languages such as R, Python, or SQL to explore/group data, test hypotheses, predict outcomes, and inform stakeholder (e.g., employing and other agency program IT office, management, and other staff) decisions.
  • Analyzes unstructured, and/or complex data sets, elements, systems, flows, dependencies, and relationships to build conceptual, physical, and logical data model to develop data automations and processes (e.g., building, testing, and deploying code) using programming languages and other tools to minimize human error and improve data reliability, efficiency, and quality for missions, goals, and future planning.
  • Conceives, plans, and conducts projects to include data testing and production efforts for deployment in organizations private and secure data storage cloud. Interfaces with the Federal Acquisition Service (FAS) Cloud Service and Customer Domain Redshift Database for cloud based data management, storage, and computer resources.
  • Translates business logic, analytic findings, and data limitations into concise, plain language to prepare and deliver written reports and presentations ( e.g., briefings, training sessions, and consultations).

The GS-14 salary range starts at $122,198.00

This is a VIRTUAL position. Location-based pay entitlements (such as locality payment) are based on the location of the employee's official worksite associated with the employee's position of record. The location and salary will be negotiable upon selection.

To qualify at the GS-14 grade level, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 

Specialized experience is experience utilizing professional knowledge of computer science and mathematical and statistical theories, techniques, and methods. This knowledge is used to gather, analyze, design, and construct new processes for modeling, interpret, and/or report quantitative information, trends, relationships and correlations among or within data sets. Experience also includes

  • organizing and analyzing large structured and unstructured data sets using data analytical tools, to include locating, accessing, merging, cleaning, and standardizing data, and developing derived metrics;
  • creating and implementing data collection and analysis tools utilizing programming languages and environments (e.g., R, Python, SQL, Scala, Java);
  • implementing and creating machine learning-based tools or processes;
  • establishing and developing and implement best practices and procedures for data pipelines;
  • independently apply statistical and mathematical principles to analyze data and explain the statistical and mathematical principles used; and
  • employing methods of exploratory data analysis to select appropriate models and identify when data is insufficient to reach conclusions.

In addition to the specialized experience, you must meet the following Basic Requirements:

Basic Requirements:

  1. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position OR

  2. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.

  • Skill in analyzing unstructured, and/or complex data sets
  • Knowledge of available cloud services (e.g., Amazon Web Services)–from virtual computing to storage infrastructure to databases–to suit business, location, security, access, and timing needs and avoid vendor lock-in.
  • Skill in written communication
  • Skill in oral communication
  • Skill in the development and conduct of presentations.
